Tender Quality Score

This tender for mural artists is generally well-structured with clear practical details, but suffers from critical omissions regarding evaluation criteria and some data inconsistencies, impacting transparency and fairness.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the absence of a clear reveal date, the lack of specified evaluation criteria, and the contradiction regarding the estimated value being 'classified' yet disclosed, represent moderate compliance gaps.

Missing reveal date
No evaluation criteria specified
Clarity60/100

The project description is clear and the AI-extracted technical and submission requirements are understandable. However, the critical absence of explicit evaluation criteria and the lack of summarized mandatory exclusion grounds and financial requirements significantly reduce the overall clarity for potential bidders.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly provided in summary
Completeness65/100

Basic information such as title, reference, organization, deadlines, value, duration, and location are provided. All listed documents are available. However, the tender is incomplete due to the explicit absence of evaluation criteria and the lack of comprehensive details for mandatory exclusion grounds and financial requirements in the summary.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly provided in summary
Fairness60/100

Electronic submission is mandated, ensuring equal access, and the requirements appear generic, not tailored. However, the complete absence of evaluation criteria is a major fairness concern, as bidders cannot understand the basis for award decisions. The contradictory value classification also slightly impacts transparency.

No evaluation criteria specified
Contradictory value classification (classified vs. disclosed)
Practicality90/100

The tender excels in practicality, clearly stating electronic submission via etendersNI, providing a contract start date and duration, and indicating financing information. Document availability is also confirmed.

Data Consistency70/100

While most key fields are populated, there are inconsistencies. The 'Liable Person' field is empty, and codes for 'Type' and 'Procedure' are missing. Most notably, the tender states the 'Value Classified: Yes' while simultaneously providing an 'Estimated Value: 20,000.00 EUR', which is a direct contradiction.

Empty 'Liable Person' field
Missing codes for 'Type' and 'Procedure'
Sustainability60/100

The tender demonstrates a strong focus on social and cultural sustainability by aiming to enhance the public realm, support placemaking, and celebrate local cultural identity. However, it lacks explicit criteria or focus on environmental (green procurement) or innovation aspects.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear project description and scope
Mandatory electronic submission via a dedicated platform (etendersNI)
Detailed practical information (contract start, duration, estimated value)
Strong focus on social and cultural aspects of sustainability
CPV code and procedure type are clearly defined

Concerns

Critical absence of specified evaluation criteria
Contradiction in value classification (classified vs. disclosed)
Missing mandatory exclusion grounds and financial requirements in summary
Missing reveal date for full transparency
Empty fields and missing codes in basic information

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency for all bidders.
2. Clarify the status of the estimated value (classified or disclosed) and ensure all mandatory requirements (exclusion grounds, financial) are fully detailed in the tender documents.
3. Ensure all administrative fields, such as 'Liable Person' and procedure codes, are accurately populated for complete data consistency.
