This pre-market engagement notice provides a clear overview for potential suppliers on a specific framework, but suffers from significant completeness and fairness issues due to missing document content, classified value, and undefined procedural details.

Score Breakdown

Legal Compliance70/100

The procedure type is undefined, and the estimated value is classified, which are concerns for transparency and legal compliance. The short notice for the pre-market engagement meeting also raises questions regarding equal access to information.

Undefined procedure type
Classified estimated value
Clarity80/100

The purpose of the pre-market engagement and the requirements for this stage are clear. The absence of evaluation criteria and performance conditions is expected given its preliminary nature.

Evaluation criteria and performance conditions not yet specified
Completeness60/100

While basic information is present, the lack of content for the four listed documents and the classified estimated value significantly impact the completeness of the information provided to potential suppliers.

Fairness60/100

The restriction to a specific framework lot (Technology Services 4 Lot 3a), classified estimated value, and absence of document content reduce overall fairness. The lack of e-submission and short notice for the meeting are also concerns.
