Tender Quality Score

This Preliminary Market Engagement notice effectively communicates its purpose and scope for an upcoming Parks Services tender, demonstrating good practice in early market engagement. However, the lack of direct document access and undisclosed estimated value are areas for improvement.

Score Breakdown

Legal Compliance80/100

As a Preliminary Market Engagement (PME) notice, the tender is compliant in its nature, aiming to gather market intelligence before a formal procurement. The CPV code is appropriate, and there are no reported disputes. The absence of a formal 'Type' or 'Procedure' code is acceptable for a PME.

Clarity85/100

The purpose of the PME, including the online presentations and the scope of work for the future tender, is clearly described. The instructions for completing the supplier proforma are unambiguous. The general categories of requirements are also clearly listed.

Completeness65/100

Basic information such as title, organization, reference, deadlines, contract duration, and start date are provided. However, a significant drawback is the absence of any document content or summary within the notice itself, requiring suppliers to navigate to an external portal for the proforma.

No document content available directly within the tender notice.
Fairness70/100

The requirements appear generic and not tailored to a specific company. Electronic submission is supported, promoting equal access. While the estimated value is not disclosed, which is common for a PME, the lack of direct document access could be a minor barrier to immediate information review.

No direct access to PME documents/proforma content within the provided tender information.
Practicality80/100

Electronic submission via a specified online portal is clearly supported, and the portal URL is provided. The contract start date and duration are explicitly stated, offering good practical information for potential suppliers.

Data Consistency90/100

The data provided is largely consistent, with logical dates and no reported disputes. Most key fields are populated, although the 'Liable Person' field is empty.

The 'Liable Person' field is empty.
Sustainability20/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the PME notice. While these might be developed for the main tender, their absence at this preliminary stage indicates a lack of current emphasis.

No explicit mention of green procurement criteria.
No explicit mention of social criteria.

Strengths

Clear purpose and scope for the Preliminary Market Engagement.
Good practice in using a PME for early market engagement.
Electronic submission via a dedicated portal is supported.
Key dates (submission deadline, contract duration, start date) are provided.
Relevant CPV code assigned.

Concerns

No direct access to PME documents/proforma content; requires external navigation.
Estimated value is not disclosed, potentially hindering market assessment.
Absence of explicit sustainability, social, or innovation criteria.
The 'Liable Person' field is empty.

Recommendations

1. Ensure the PME proforma or an introductory document is directly accessible or summarized within the tender notice.
2. Consider providing an estimated value range for the upcoming tender to better inform suppliers.
3. Integrate preliminary considerations for sustainability, social value, or innovation into PME discussions.
