Tender Quality Score

This preliminary market engagement notice is generally clear and well-structured for its purpose, aiming to gather valuable market insights. However, it exhibits some metadata inconsistencies and lacks electronic submission capabilities, which could hinder broader participation.

Score Breakdown

Legal Compliance75/100

The tender is a preliminary market engagement, which is a legitimate pre-procurement activity. However, the CPV code 'Bathrooms construction work' is too specific for the broad scope of 'Responsive Repairs and Empty Homes Service'. Key fields like 'Type', 'Procedure', and 'Liable Person' are empty, and there's a contradiction with 'Value Classified: Yes' despite the value being disclosed.

CPV code is too specific for the described services.
Missing 'Type', 'Procedure', and 'Liable Person' in basic information.
Clarity80/100

The purpose of the preliminary market engagement is clearly articulated, and the description of services and geographical areas is unambiguous. AI-extracted requirements for eligibility, technical capability, and submission are well-defined and understandable for this stage of procurement.

Completeness70/100

Most essential information, including title, reference, organization, estimated value, duration, and contract start date, is provided. Requirements for market participants are defined, and documents are available. However, the 'Liable Person', 'Type', and 'Procedure' fields are not populated.

Missing 'Liable Person', 'Type', and 'Procedure' fields.
Fairness85/100

The preliminary market engagement approach itself promotes fairness by seeking broad market input to inform future outsourcing. Requirements appear generic and not tailored to a specific company. However, the absence of electronic submission is a significant barrier to equal access and participation.

No electronic submission option, potentially limiting equal access.
Practicality65/100

The lack of electronic submission is a major practical drawback, potentially increasing administrative burden for participants and the contracting authority. While contract start and duration are clear, the absence of e-submission impacts efficiency.

No electronic submission supported.
Data Consistency90/100

Dates are logical and there are no reported disputes or suspensions. However, the 'Value Classified: Yes' field contradicts the explicit disclosure of the estimated value, and several key metadata fields remain unpopulated.

Contradiction between 'Value Classified: Yes' and disclosed estimated value.
Empty 'Liable Person', 'Type', and 'Procedure' fields.
Sustainability50/100

The tender explicitly includes an innovation focus by seeking insights into current market trends and innovations, which is a positive aspect. However, there is no mention of green procurement or social criteria, representing a missed opportunity for a large-scale service.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear purpose and description of the market engagement.
Explicit focus on gathering market trends and innovations.
Key financial and timeline details (value, duration, start date) are specified.
Requirements for participation are clearly outlined for a PME.
Documents are available for review.

Concerns

CPV code is too specific for the broad scope of services.
Lack of formal procedure type and 'Liable Person' in metadata.
Contradiction between 'Value Classified: Yes' and disclosed estimated value.
Absence of electronic submission capabilities.
No explicit green or social procurement criteria.

Recommendations

1. Refine CPV codes to accurately reflect the comprehensive nature of repairs, maintenance, and refurbishment services.
2. Ensure all metadata fields, such as 'Type', 'Procedure', and 'Liable Person', are accurately populated for clarity and compliance.
3. Implement electronic submission capabilities to enhance accessibility, efficiency, and fairness for market participants.
