Tender Quality Score

This tender provides clear basic information and supports electronic submission, but significantly lacks transparency regarding detailed evaluation criteria and immediate public access to full tender documents, alongside a critical internal inconsistency regarding contract structure.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and provides a CPV code, but the CPV is somewhat narrow for the full scope of services. A significant concern is the lack of explicit mandatory exclusion grounds in the provided snippets and the absence of detailed evaluation criteria in the initial public notice, which are crucial for legal compliance and transparency. The contradiction between 'Divided into Parts' and 'single supplier' also poses a legal risk.

Lack of explicit mandatory exclusion grounds in public notice.
Missing detailed evaluation criteria (breakdown and weighting of 'Quality').
Clarity65/100

The description of the required services is generally clear. However, the tender suffers from a major lack of clarity regarding the evaluation process, as only 'Best Price Quality Ratio' is mentioned without specifying the components of 'Quality' or their weighting. The contradiction regarding the contract structure ('Divided into Parts' vs. 'single supplier') also introduces ambiguity.

Lack of detailed evaluation criteria (components of 'Quality' and their weighting).
Contradiction between 'Characteristics: Divided into Parts' and 'single supplier covering the whole region'.
Completeness60/100

Basic information such as title, reference, organization, deadlines, value, and duration are provided. However, the tender is incomplete in its public disclosure as critical documents like the full specification, contract terms, and detailed tenderer response forms are only accessible after an 'expression of interest'. The absence of detailed evaluation criteria further contributes to incompleteness.

Full tender documents (specification, contract terms, response forms) are not immediately publicly accessible.
Missing detailed evaluation criteria (breakdown and weighting of 'Quality').
Fairness55/100

While e-procurement is enabled, ensuring equal access to the submission mechanism, the fairness is significantly undermined by the lack of transparent and detailed evaluation criteria. Bidders cannot objectively prepare their proposals without knowing the specific components and weighting of the 'Quality' assessment. Requiring an expression of interest for full documents also slightly reduces upfront transparency.

Lack of detailed and transparent evaluation criteria (breakdown of 'Quality' and weighting).
Full document access requires an 'expression of interest', limiting upfront transparency.
Practicality80/100

The tender scores well on practicality due to its explicit support for electronic submission via a dedicated e-tendering solution. The contract start date and duration are clearly specified. The main practical drawback is that a direct public URL for all tender documents is not provided, requiring an expression of interest to receive the link.

Full tender documents are not immediately accessible via a public URL, requiring an expression of interest.
Data Consistency65/100

Most key fields are populated, and dates are logical. However, there is a significant inconsistency between the 'Characteristics: Divided into Parts' and the description stating the award will be to 'a single supplier covering the whole region'. The 'Liable Person' field is also empty.

Major contradiction between 'Characteristics: Divided into Parts' and 'award a contract to a single supplier'.
Empty 'Liable Person' field.
Sustainability30/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation. It is not indicated as EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria.
No explicit social aspects included.

Strengths

Clear description of services required.
Electronic submission via a dedicated portal is well-defined.
Key financial and timeline information (value, duration, start date) is provided.
Procedure type (Open) is clearly stated.
No active disputes or suspensions.

Concerns

Lack of detailed evaluation criteria (breakdown of 'Quality' and weighting).
Full tender documents (specification, contract terms) require an expression of interest, limiting upfront transparency.
Contradiction between 'Divided into Parts' and 'single supplier covering the whole region'.
Absence of explicit mandatory exclusion grounds in the provided snippets.
No integration of sustainability (green, social, innovation) criteria.

Recommendations

1. Publish detailed evaluation criteria, including the breakdown and weighting of 'Quality' aspects, upfront.
2. Provide immediate public access to all tender documents (specification, contract terms, response forms) without requiring an expression of interest.
3. Clarify and resolve the inconsistency regarding the contract structure (single supplier vs. divided into parts).
