Original Tender Description

Blackburn with Darwen Borough Council is looking to procure for an All-Age Carers Service and an Information and Advice Service, as part of its Happy Healthy and Well (prevention) offer, and is holding an in-person pre-market engagement event on Thursday 19 March 2026. The event aims to develop a clearer understanding of the market and gather insight into supplier capabilities, innovations, and delivery models for the provision of support services in Blackburn with Darwen. The sessions will also support providers in understanding procurement requirements, social value commitments, and will help inform the development of value-driven service specifications. The engagement event will cover both of the following separate service areas: > ALL AGE CARERS SERVICE - Commission 1 (The Chest ref no: DN807429) > INFORMATION AND ADVICE SERVICE - Commission 2 (This commission; The Chest ref no: DN807446): Both commissions are distinct and will operate independently. However, providers will be expected to demonstrate strong connectivity with the borough’s VCFSE and health networks, in order to complement and strengthen the wider VCFSE infrastructure. The market engagement event will cover both commissions. BACKGROUND All Age Carers Service: The aim of this service is to provide a comprehensive offer of support - including groups, activities, guidance and interventions - to those who have caring responsibilities for someone in Blackburn with Darwen. This will be available to carers of all ages, including young carers (5-15 years); young adult carer (16-18 years), and adult carers (18+ years). Information and Advice Service: The aim of this service is to support residents to identify services, groups, and support offers that enable them to maintain their independence. It will support the Council’s strengths-based approach and form a core element of the local prevention offer, supporting individuals to build on their own capabilities and reducing on reliance on statutory services. MEETING INFORMATION The pre-market engagement event, which will cover both commissions, will be held in-person on: Thursday 19 March 2026, at: Livesey Family Hub Andrew Close Blackburn BB2 4NU The event will run from 10:00 - 12:00. REGISTRATION If you would like to attend the pre-market engagement meeting, please complete the below Microsoft Form to register yourself for the event: https://forms.office.com/e/nimp6mNVhW Each attendee who wishes to attend should register individually. Due to capacity, a maximum of 2 people per organisation may attend. Registration closes at 12:00 noon on Wednesday 18th March 2026.

Tender Quality Score

This is a well-structured pre-market engagement event notice, clearly outlining its purpose and the future services. While it effectively communicates the intent, the absence of content for listed documents and missing formal procedure types are notable areas for improvement.

Score Breakdown

Legal Compliance75/100

As a pre-market engagement event, full legal compliance for a tender is not expected. The notice provides essential information, and the timeline for event registration is reasonable. However, the 'Type' and 'Procedure' fields are marked as 'None', which is a structural deficiency in the notice's metadata, even if understandable in this preliminary context.

Missing formal 'Type' and 'Procedure' codes in the structured data.
Clarity80/100

The description of the pre-market engagement event and the future services is very clear and unambiguous. The AI-extracted requirements accurately reflect the text and are understandable. The purpose of gathering market insight is well-articulated.

Completeness70/100

Most basic information, including title, reference, organization, estimated value, duration, and location, is provided. However, the significant drawback is the complete absence of content for the '4 total' listed documents, which could contain crucial preliminary information for interested parties.

No content available for the listed tender documents.
Fairness85/100

The notice promotes fairness by disclosing the estimated value and outlining generic requirements for future services, not tailored to a specific company. The event aims for broad market engagement. The registration process via a Microsoft Form is accessible. The main concern is the lack of access to any listed documents.

Lack of accessible content for the listed documents.
Practicality65/100

Electronic registration for the event is supported via a Microsoft Form, which is practical. Key contract dates (start and duration) are known. However, the absence of direct URLs for any supporting documents (beyond the registration form) reduces practicality for potential suppliers seeking more information.

No direct URLs provided for supporting documents.
No document content available for review.
Data Consistency90/100

The dates provided are logical and consistent (registration deadline before event, contract start after event). There are no reported disputes or suspensions. The primary inconsistency lies in the 'Type' and 'Procedure' fields being unpopulated.

Missing 'Type' and 'Procedure' fields in the structured data.
Sustainability50/100

The services themselves are inherently social, and the notice explicitly mentions discussing 'social value commitments' and 'innovations' at the event, indicating a future focus. However, explicit green procurement criteria are not yet present at this pre-market stage.

No explicit green procurement criteria mentioned.

Strengths

Clear and detailed description of the pre-market engagement event and future services.
Explicit mention of social value commitments and innovation focus for future procurement.
Reasonable timelines for event registration and clear event logistics.
Estimated contract value and duration are provided.
Requirements for future services are generic and not tailored.

Concerns

Absence of content for the listed tender documents.
Missing formal 'Type' and 'Procedure' codes in the structured data.
No explicit green procurement criteria mentioned at this preliminary stage.
No direct document URLs provided for supporting information.

Recommendations

1. Ensure any listed documents are accessible and contain relevant information for market participants.
2. Clearly state the formal procurement procedure type once decided for the subsequent tender.
3. Consider integrating explicit green procurement considerations into future service specifications.
