Original Tender Description

Community navigation, also known as social prescribing, is an approach that uses 'link workers' or 'community navigators' to connect people to the wider community and its offer of activities, groups and services, to best meet their practical, social and emotional needs. Tameside Live Well Community Navigation Service is a new community-sited and community-delivered service to support the health and wellbeing of residents. Its delivery, recruitment, staff training, and allocation and investment of community funds would ideally be managed by an organisation working in and with a good knowledge of the community. To deliver the aims, vision and objectives set out in the phased 5-year model the council require the provider to have a robust approach to delivery of the service while also being able to fulfil the role of a system leader. This will involve working in close partnership with a range of local stakeholders to lead the work to improve outcomes in Tameside and work towards a more integrated, preventative, neighbourhood-based approach. Due to the nature of the service and the timescales for mobilisation, the preferred provider will ideally have proven experience of: • Good working knowledge of Tameside including the population, community assets, underserved groups, partner organisations, local services. • Good working knowledge of the third sector in Tameside, including challenges • Previous experience in managing community navigation or similar social prescribing services involving client casework, and the associated systems and pathways Tender will launch on the 27/01/2026 via www.the-chest.org.uk

Tender Quality Score

This tender outlines a crucial community service but suffers from significant incompleteness in documentation and potentially restrictive technical requirements that may limit competition.

Score Breakdown

Legal Compliance100/100

The provided tender information explicitly states the absence of specified mandatory exclusion grounds. This is a fundamental omission for a public procurement process, as these grounds are essential for ensuring ethical and compliant bidding practices.

Absence of specified mandatory exclusion grounds in the provided tender information.
Clarity40/100

The service description and overall objectives are clearly articulated. However, some technical requirements, such as 'robust approach to delivery' and 'fulfil the role of a system leader,' lack specific, measurable criteria for evaluation, which could lead to subjective assessment.

Lack of specific measurable criteria for some technical requirements (e.g., 'robust approach,' 'system leader').
Completeness83/100

The tender information is severely incomplete. Crucially, there are no attached documents, full specifications, terms and conditions, or annexes available. Furthermore, detailed evaluation criteria and specific financial requirements for bidders (e.g., turnover, financial stability) are missing, making it impossible for bidders to prepare a comprehensive and compliant offer.

Absence of full tender documents and detailed specifications.
Missing detailed evaluation criteria.
Fairness60/100

The technical capability requirements, particularly 'proven experience of: Good working knowledge of Tameside' and 'Good working knowledge of the third sector in Tameside,' are highly specific to the local area. While local knowledge is beneficial, making it a mandatory 'proven experience' requirement may unduly restrict competition, potentially favoring incumbent providers or local organizations and thus tailoring the tender for a specific type of entity.

Technical requirements regarding 'proven experience' and 'good working knowledge of Tameside' are highly specific and may unduly restrict competition, potentially tailoring the tender for local or incumbent providers.
Practicality40/100

Without access to full tender documents, detailed evaluation criteria, and financial requirements, it is impractical for potential bidders to fully understand the scope, risks, and expectations. This significantly hinders their ability to prepare a competitive and compliant bid within the given timeframe.

Impractical for bidders to prepare a comprehensive bid without access to full tender documents and detailed evaluation criteria.
Data Consistency100/100

The provided information is internally consistent, with no apparent contradictions.

Sustainability25/100

The tender explicitly includes 'Social Criteria' as a characteristic, which is appropriate for the service. However, there is no mention of environmental or broader economic sustainability aspects beyond the social focus.

Limited scope of sustainability criteria, focusing solely on social aspects without explicit mention of environmental or broader economic sustainability.

Strengths

Clear description of the service and its objectives.
Estimated value and contract duration are specified.
Explicit focus on social criteria and community-based delivery.

Concerns

Absence of full tender documents and detailed specifications.
Missing detailed evaluation criteria.
Highly specific technical requirements (local knowledge) potentially limiting competition.
Lack of specified mandatory exclusion grounds in the provided text.
No financial requirements specified for bidders.

Recommendations

1. Publish all comprehensive tender documents, including full specifications, terms and conditions, and annexes, immediately upon tender launch.
2. Clearly define and publish detailed evaluation criteria, including weighting for all requirements (technical, financial, social).
3. Review technical requirements related to local knowledge to ensure they are proportionate and do not unduly restrict competition, potentially allowing for partnerships or demonstrating equivalent understanding through detailed proposals.
