Tender Quality Score

This tender outlines a clear need for security services but suffers from significant gaps in critical information, particularly the absence of evaluation criteria, which severely impacts clarity, completeness, and fairness. Practicality is also hindered by the lack of e-submission and an illogical contract start date.

Score Breakdown

Legal Compliance70/100

The tender generally appears to follow a standard procurement framework, with a reasonable submission period. However, the procedure type is somewhat vaguely defined ("Restricted" and "Competitive flexible procedure") without corresponding codes, and the CPV code could be more specific. The provided summary also lacks detailed mandatory exclusion grounds and eligibility requirements, directing bidders to full documents, and the liable person is not specified.

Vague procedure definition
Suboptimal CPV code
Clarity55/100

While the overall project description and technical requirements are clear, the critical absence of any specified evaluation criteria is a major deficiency. This makes it impossible for potential bidders to understand how their proposals will be assessed, significantly reducing the clarity of the tender process. The AI-extracted requirements are structured but incomplete in content, frequently referring to full tender documents for specifics.

No evaluation criteria specified
AI-extracted requirements are incomplete in detail
Completeness50/100

The tender provides essential basic information such as title, reference, organization, value, and duration. However, it is significantly incomplete regarding crucial details. Key missing elements from the provided summary include specific mandatory exclusion grounds, detailed eligibility and financial requirements, and most importantly, all evaluation criteria. The liable person is also not specified.

Missing evaluation criteria
Missing detailed legal/financial requirements in summary
Fairness45/100

The tender benefits from a disclosed value and reasonable submission timeframe, and the division into regional lots can promote broader participation. However, the complete absence of specified evaluation criteria is a fundamental flaw, severely undermining transparency and objectivity. This makes it challenging for bidders to compete fairly. Additionally, the lack of electronic submission capabilities ("No e-submission") can create barriers to equal access for all potential suppliers.

No evaluation criteria specified
No electronic submission support
Practicality50/100

The tender's practicality is significantly hampered by the lack of electronic submission, which is a standard expectation in modern public procurement. A notable data inconsistency is the contract start date being identical to the submission deadline, which is illogical and impractical, suggesting a data entry error. While duration is clear, the absence of a document URL is also a minor practical concern.

No electronic submission
Illogical contract start date (same as submission deadline)
Data Consistency55/100

The tender exhibits a significant data inconsistency where the contract start date is identical to the submission deadline, which is illogical and likely an error. Furthermore, the "Liable Person" field is unpopulated, and the procedure codes are missing, indicating minor gaps in data completeness and consistency.

Contract start date identical to submission deadline
Missing liable person
Sustainability20/100

This tender shows no discernible focus on sustainability. There are no mentions of green procurement criteria, social considerations, or innovation aspects. The tender is also not indicated as EU-funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social aspects
