Tender Quality Score

This tender provides essential basic information and outlines the procurement process clearly, utilizing an e-procurement portal. However, the critical absence of detailed evaluation criteria and the full content of key specification documents significantly hinder clarity, completeness, and fairness for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender clearly references new UK procurement legislation (Procurement Act 2023, Procurement Regulations 2024) and defines the Open Procedure. The 29-day submission period from today's date is reasonable, but the missing tender reveal date is a minor transparency concern.

The service description is clear, but the critical absence of specified evaluation criteria and the reliance on unprovided attachments (Attachment 1, Attachment 2) for detailed requirements significantly reduce the tender's clarity for bidders.

Missing evaluation criteria
Detailed requirements content (Attachments 1 and 2) not fully provided
Completeness55/100

While basic information is present, the tender is incomplete for bidders without the full content of the detailed technical and operational requirements (Attachment 1 Specification and Attachment 2 Client Data) and the crucial evaluation criteria.

Missing evaluation criteria
Fairness45/100

The absence of specified evaluation criteria is a major fairness concern, as it introduces subjectivity into the assessment process. While value disclosure and e-procurement are positive, this critical gap impacts transparency and equal opportunity.

Missing evaluation criteria
Practicality80/100

Electronic submission via the In-Tend portal is supported, and the contract start date and duration are clearly specified, enhancing practicality for bidders.

Data Consistency90/100

The data is largely consistent, with only minor gaps such as the 'Liable Person' field being empty and a missing code for the 'Type' of procedure.

Liable Person field empty
Missing procedure type code
Sustainability65/100

The tender demonstrates a strong focus on social aspects by emphasizing nutritious meals, healthy eating habits, and reflecting diverse pupil needs. However, it lacks explicit environmental (green) or innovation criteria.
