Original Tender Description

Provision of Social Wokrer Services for British Forces South Atlantic Islands. There is a requirement in MOD Policy to promote and maintain the welfare of Service Personnel and of the Service Community, the provision of Social Work Services (SWS) is a main contributor to the requirement. As far as possible the services should seek to replicate the elements of statutory social work provided by local authorities in the UK. Non-statutory and certain statutory SWS are not required on a 24/7 basis but must accommodate local circumstances and be flexible enough to meet changing customer and Service demands. Service welfare provision is primarily intended to manage the crictical connection between welfare and operational effectiveness. BFSAI social care and welfare support will be required in many forms, to a military dependency in a military environment differing from a a UK Local Authority environment. Issues unique to the military environment may arise, and familiarity with military systems, practices and procedures will be required.

Tender Quality Score

This tender for social worker services demonstrates good clarity in its service description and basic information, but suffers from significant deficiencies in completeness and fairness due to the absence of explicit evaluation criteria, eligibility, and financial requirements for bidders, alongside a lack of e-submission.

Score Breakdown

Legal Compliance75/100

The procedure type (Open) and CPV code are correctly assigned. No disputes or suspensions are noted. However, the AI-extracted requirements explicitly state 'None explicitly mentioned' for mandatory exclusion grounds, which is a significant omission for legal compliance if not detailed in the full documents.

Mandatory exclusion grounds not explicitly mentioned in AI-extracted requirements.
Clarity60/100

The description of the services and their context is clear and unambiguous. However, the tender lacks specified evaluation criteria, and eligibility and financial requirements for bidders are not explicitly mentioned in the provided text, leading to significant ambiguity for potential bidders.

Missing evaluation criteria.
Eligibility requirements not explicitly mentioned.
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location are provided. Documents are attached and summarized. However, the absence of explicit eligibility, financial requirements for bidders, and especially evaluation criteria makes the tender incomplete.

Missing evaluation criteria.
Eligibility requirements for bidders not explicitly defined.
Fairness55/100

The lack of specified evaluation criteria is a major fairness concern, as it can lead to subjective assessment. The absence of e-submission also limits equal access for potential bidders. While requirements like 'familiarity with military systems' are contextual, their evaluation needs transparency.

No evaluation criteria specified, impacting transparency and objectivity.
No e-submission, potentially limiting equal access.
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No electronic submission supported.
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no noted suspensions or disputes. Minor omissions include the 'Liable Person' field and procedure codes being empty, but these do not significantly impact overall consistency.

Liable Person field is empty.
Procedure codes are empty.
Sustainability50/100

The core service itself (social worker services) inherently addresses social aspects. However, the tender does not explicitly include additional green procurement criteria, innovation focus, or broader social criteria for the procurement process or the provider's operations.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear and detailed service description.
Estimated value and contract duration are clearly disclosed.
Relevant CPV code assigned.
Documents are available and summarized.
No disputes or suspensions.

Concerns

Absence of explicit evaluation criteria.
Lack of explicitly mentioned eligibility and financial requirements for bidders.
No electronic submission option.
Mandatory exclusion grounds not explicitly mentioned in AI-extracted requirements.
Lack of explicit green, innovation, or broader social criteria.

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Explicitly state all eligibility and financial requirements for bidders.
3. Implement electronic submission for improved accessibility and efficiency.
