Tender Quality Score

This tender presents a clear service description and technical requirements, but its overall quality is significantly hampered by critical omissions such as evaluation criteria and explicit mandatory exclusion grounds.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are correctly defined, and there are no disputes. However, the AI summary explicitly states a lack of specific mandatory exclusion grounds and eligibility requirements, which are fundamental legal components. The missing reveal date also hinders full compliance assessment.

No explicit mandatory exclusion grounds stated
No explicit eligibility requirements stated
Clarity60/100

The service description and technical capability requirements are clear and well-articulated. Nevertheless, the absence of specified evaluation criteria and explicit financial requirements creates significant ambiguity for potential bidders.

Missing evaluation criteria
No explicit financial requirements stated
Completeness60/100

Basic information like title, reference, organization, deadlines, value, and duration are provided. However, the tender is incomplete due to the explicit lack of evaluation criteria, financial requirements, and mandatory exclusion/eligibility grounds in the AI summary.

Missing evaluation criteria
No explicit financial requirements stated
Fairness55/100

The tender value is disclosed, and technical requirements appear generic, not tailored. However, the critical absence of evaluation criteria severely impacts transparency and fairness. The lack of e-submission also creates an unequal playing field, and the missing reveal date prevents assessment of reasonable preparation time.

Missing evaluation criteria
No e-submission option
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission support and a direct document URL reduces the practicality and ease of participation for bidders.

No e-submission supported
No explicit document URL provided
Data Consistency85/100

Most key fields are populated, and dates are logical. Minor inconsistencies include an empty 'Liable Person' field, empty codes for 'Type' and 'Procedure', and a slight discrepancy between the estimated value in the basic information (EUR) and the value stated in Document 1 (GBP converted to EUR).

Liable Person field is empty
Empty codes for Type and Procedure
Sustainability45/100

While the service itself addresses significant social issues, the tender documentation does not explicitly incorporate green procurement, broader social criteria (beyond the service's core), or innovation focus into the procurement process itself, which is a missed opportunity for modern public procurement.

Not green procurement
No explicit social criteria in procurement process

Strengths

Clear and detailed service description
Specific technical capability requirements
Open procedure with disclosed estimated value and contract duration
CPV code and NUTS code provided
Documents are available

Concerns

Missing explicit mandatory exclusion grounds and eligibility requirements
Absence of specified evaluation criteria

Lack of explicit green, social, or innovation criteria in the procurement process
Missing reveal date and explicit financial requirements

Recommendations

1. Publish comprehensive tender documents including mandatory exclusion grounds, eligibility criteria, and detailed evaluation criteria.
2. Implement an e-submission platform to enhance accessibility and efficiency for bidders.
3. Integrate specific social value, environmental, and innovation clauses into the tender requirements, aligning with the service's inherent social purpose.
