Original Tender Description

North Hertfordshire District Council is undertaking Preliminary Market Engagement to explore market capability relating to technologies that support proof of life and wellbeing monitoring within domestic settings as part of its digital Careline service. The Council’s telecare provision is evolving in response to digital transition and seeks insight into solutions capable of providing non-intrusive activity monitoring that enables confirmation of meaningful resident activity, including morning mobilisation where appropriate, supports exception-based safeguarding and integrates with Alarm Receiving Centre operations through digital telecare signalling approaches including SCAIP where applicable. This engagement will obtain supplier insight across technical, operational and commercial areas including scalable deployment models across varied housing environments, lifecycle management considerations such as installation, maintenance and battery performance, indicative per-service-user lifecycle cost drivers, innovation opportunities that reduce false inactivity alerts, market barriers affecting SME participation and privacy and proportionality considerations associated with wellbeing monitoring technologies. Engagement will be conducted through written supplier responses and clarification activity managed via the Council’s electronic tendering system. North Hertfordshire District Council uses the In-Tend e-tendering platform for all procurement activities, including Preliminary Market Engagement, and suppliers wishing to participate must submit their responses via the Supply Hertfordshire portal https://in-tendhost.co.uk/supplyhertfordshire/aspx/Home . Suppliers must be registered on the portal to submit a response and may use existing login credentials where already registered, with a password reminder facility available via the portal homepage if required. Technical assistance relating to portal access or submission is available via the In-Tend Helpdesk on 0845 557 8079 or at support@in-tend.com. This engagement is undertaken for information gathering purposes only and does not constitute a call for competition or commitment to procure.

Tender Quality Score

This is a preliminary market engagement notice for innovative wellbeing monitoring technologies. While generally well-structured with clear technical requirements, it lacks specific financial details and evaluation criteria, and its sustainability aspects are not explicitly defined.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by specifying a CPV code and outlining a clear procedure for engagement. However, the absence of a reveal date and explicit evaluation criteria could be a minor compliance concern for some jurisdictions. The deadlines appear reasonable for a preliminary engagement.

Clarity80/100

The description of the required technologies and desired insights is detailed and specific, providing a good understanding of the council's needs. The AI-extracted requirements further clarify the technical and operational expectations.

Completeness70/100

Key information such as the organization, title, reference, and contract duration is present. However, the estimated value is not disclosed, and the content of attached documents is not available, impacting overall completeness.

Estimated value not disclosed
No document content available
Fairness85/100

The tender promotes fairness by requiring registration on a public e-tendering platform and clearly stating the engagement is for information gathering, not a call for competition. The requirements are generally objective, and there are no obvious signs of tailoring to specific companies. The disclosure of the e-tendering platform enhances transparency.

Practicality65/100

The requirement for e-submission via a specified portal is practical. However, the lack of explicit financing information and the absence of a clear contract start date (though a start date is provided, it's very close to the submission deadline, which is unusual for a preliminary engagement) could pose minor practical challenges.

Financing information not explicitly detailed
Contract start date is very close to submission deadline
Data Consistency90/100

Key fields like title, reference, organization, and CPV code are populated. There are no reported disputes or suspensions. The dates provided are logical within the context of a preliminary market engagement, although the contract start date is notably close to the submission deadline.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus beyond reducing false inactivity alerts. While innovation is touched upon, it's not a primary driver for the engagement. EU funding is not indicated.

No explicit mention of green procurement
No explicit mention of social criteria
