Tender Quality Score

This tender for responsive maintenance services is well-documented with clear technical requirements across its eight lots. However, it suffers from significant deficiencies in legal classification, clarity regarding evaluation criteria, and a complete absence of sustainability considerations.

Score Breakdown

Legal Compliance60/100

The use of a single CPV code (Plumbing and sanitary works) for a multi-lot framework covering diverse services like electrical, carpentry, and external works is a significant misclassification. This could lead to legal challenges and misrepresent the tender's scope.

Inadequate CPV code classification for a multi-lot tender
Clarity50/100

The absence of specified evaluation criteria is a critical flaw. While requirements are clear and KPIs are mentioned, bidders lack transparency on how their proposals will be assessed, which is fundamental for a clear tender process.

Absence of specified evaluation criteria
Completeness75/100

The tender provides a high volume of detailed documents (54 total), including specific technical specifications and forms for each lot, indicating strong completeness in documentation. However, the missing evaluation criteria is a notable gap.

Missing overall evaluation criteria
Fairness50/100

The lack of transparent evaluation criteria significantly compromises fairness and objectivity. Additionally, the absence of an electronic submission option limits equal access and modern procurement practices.

No specified evaluation criteria
No e-submission option
Practicality60/100

The tender's practicality is hampered by the absence of electronic submission, which is a standard expectation in modern procurement. While other practical details like contract dates and duration are clear, this omission is significant.

No electronic submission supported
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. Minor omissions such as the 'Liable Person' field and procedure codes are present but do not significantly impact overall data consistency.

Minor data omissions (e.g., Liable Person, procedure codes)
Sustainability20/100

The tender completely lacks any mention or integration of green procurement, social aspects, or innovation focus. This indicates a missed opportunity to align with modern sustainability standards in public procurement.

Not green procurement
No social criteria

Strengths

Comprehensive documentation (54 documents) with detailed technical specifications for each lot
Clear description of services, lots, and bidding rules
Value, duration, and key dates are clearly specified
Utilizes standard industry contract forms (NHF Form of Contract 2023)
Allows bidding for multiple lots, offering flexibility to contractors

Concerns

Inadequate CPV code classification for the diverse scope of services
Absence of specified evaluation criteria, impacting transparency and fairness
Lack of an electronic submission option for bids
No integration of green, social, or innovation aspects in the tender
Minor data omissions in basic information fields

Recommendations

1. Revise CPV codes to accurately reflect the diverse scope of services across all eight lots.
2. Clearly define and publish the evaluation criteria, including weighting for price and quality, to ensure transparency and fairness.
3. Implement an electronic submission platform to enhance accessibility, efficiency, and security for bidders.
