Tender Quality Score

This tender presents a clear project description but suffers from significant deficiencies in evaluation criteria and sustainability considerations, impacting transparency and fairness. While basic information is well-provided, critical details for bidder assessment are missing.

Score Breakdown

Legal Compliance75/100

The procedure type (Open) and CPV code are clearly defined and appropriate. No disputes or suspensions are noted. However, the AI-extracted requirements indicate that specific mandatory exclusion grounds are not detailed in the provided information, which is a minor legal compliance gap.

Specific mandatory exclusion grounds are not detailed in the provided information.
Clarity60/100

The project description and scope of works are clear and specific, outlining the required enhancements and locations. Technical capability requirements are also well-defined. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for potential bidders, making it difficult to understand how proposals will be assessed. Specific eligibility criteria are also noted as not detailed.

Missing evaluation criteria.
Specific eligibility criteria are not detailed.
Completeness65/100

Most basic information, including title, reference, organization, estimated value, deadlines, duration, and location (CPV, NUTS), is provided. Documents are attached. However, the tender is incomplete due to the explicit absence of evaluation criteria and fully detailed specific eligibility and exclusion grounds, which are crucial for a comprehensive tender package.

Missing evaluation criteria.
Specific eligibility and exclusion grounds are not fully detailed.
Fairness55/100

The estimated value is disclosed, and electronic submission via etenderwales is supported, promoting equal access. Requirements appear generic for the specialized nature of the work and not tailored to a specific company. However, the critical absence of specified evaluation criteria severely compromises the fairness and transparency of the procurement process, as bidders cannot objectively prepare their proposals or understand the basis of award.

Missing evaluation criteria, which compromises transparency and objectivity.
Practicality85/100

Electronic submission is clearly supported through the etenderwales platform. Key dates such as contract start and duration are explicitly provided. While a direct document URL is not given, the mention of the platform implies accessibility.

Data Consistency90/100

Most key fields are populated, and dates (submission deadline, contract start) are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty codes for the procedure type and a blank 'Liable Person' field.

Empty codes for procedure type.
Missing 'Liable Person' information.
Sustainability30/100

The tender documentation, as provided, does not explicitly include any criteria or focus on green procurement, social aspects, or innovation. It is also noted as not being EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear project description and scope of works.
Estimated value, duration, and key dates are provided.
Electronic submission via etenderwales is supported.
CPV and NUTS codes are correctly assigned.
Open procedure ensures broad participation.

Concerns

Critical absence of specified evaluation criteria.
Specific mandatory exclusion and eligibility grounds are not detailed.
No explicit mention of green, social, or innovation procurement aspects.
'Liable Person' field is empty and procedure codes are missing.
Full ITT documents are external, requiring access to another platform (etenderwales).

Recommendations

1. Clearly define and publish all evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide full details for mandatory exclusion and eligibility grounds within the tender documentation.
3. Integrate sustainability (environmental, social, innovation) criteria where applicable to align with modern procurement best practices.
