Tender Quality Score

This tender outlines a framework agreement for professional estates services, utilizing a competitive flexible procedure and multiple lots. However, the absence of core tender documents, detailed eligibility/exclusion criteria, and explicit evaluation methodology significantly hinders a comprehensive quality assessment and raises concerns regarding transparency and fairness.

Score Breakdown

Legal Compliance100/100

The tender appears to follow a competitive flexible procedure, but the absence of explicit mandatory exclusion grounds and detailed eligibility requirements in the provided text is a notable omission. Public procurement regulations typically mandate specific exclusion and selection criteria.

Missing explicit mandatory exclusion grounds
Missing explicit eligibility requirements
Clarity40/100

The overall description of the services required and the framework objective is clear. However, the actual detailed requirements for each service type, the specific criteria for 'specific skill set and experience,' and the methodology for evaluating bids are not provided, leading to significant ambiguity.

Lack of detailed technical specifications
Absence of explicit evaluation criteria
Completeness83/100

The tender information provided is severely incomplete due to the complete absence of attached tender documents. This means critical information such as detailed specifications, terms and conditions, full eligibility/exclusion criteria, and evaluation methodology is missing, making it impossible for bidders to fully understand the requirements or prepare a compliant bid.

No tender documents attached
Missing detailed specifications
Fairness60/100

The lack of explicit evaluation criteria and detailed technical/financial requirements creates a significant risk to fairness and transparency. Without clear, objective criteria, the procurement process could be perceived as subjective or potentially tailored, making it difficult for all potential suppliers to compete on an equal footing.

Absence of explicit evaluation criteria
Potential for subjective assessment due to lack of detailed requirements
Practicality40/100

The use of the Delta eSourcing platform and individual tenderboxes for lots provides a structured submission mechanism. However, the requirement to navigate multiple links for different lots could be slightly cumbersome for bidders applying to several. The lack of detailed documentation upfront places a burden on bidders to seek clarification or infer requirements.

Multiple links for lots could be cumbersome
Lack of upfront detailed documentation increases bidder effort
Data Consistency100/100

There is a discrepancy between the Estimated Value stated as 2,460,000.00 EUR and the framework 'threshold' value of £2,050,000 excluding VAT. While these values might be approximately equivalent after currency conversion, the use of different currencies and the ambiguous term 'threshold' requires clarification.

Discrepancy between estimated value (EUR) and framework threshold (GBP)
Ambiguity of 'threshold' term
Sustainability0/100

The provided tender information does not include any explicit requirements or considerations related to environmental, social, or innovative aspects of the services.

No explicit green procurement criteria
No social criteria

Strengths

Clear overall objective and description of services
Utilizes a framework agreement approach for flexibility
References prior Pipeline and Pre-market Engagement notices, indicating some preparatory work
Open procedure encourages broad participation

Concerns

Complete absence of tender documents, making a full assessment impossible
Missing explicit evaluation criteria, severely impacting transparency and fairness
Lack of detailed eligibility, exclusion, and financial requirements
Discrepancy and ambiguity in framework value (EUR vs. GBP, 'threshold')
Absence of sustainability, social, or innovation criteria

Recommendations

1. Publish all essential tender documents, including detailed specifications, full terms and conditions, and explicit evaluation criteria, immediately.
2. Clearly define and publish all mandatory exclusion grounds, eligibility, and financial requirements.
3. Clarify the framework value, addressing the currency discrepancy and the meaning of 'threshold.'
