Original Tender Description

The City of London is inviting suppliers to participate in a Preliminary Market Engagement Exercise (PME). The City of London is currently undertaking a refurbishment of the Golden Lane Leisure Centre (GLLC) and are looking for a supplier to manage the refurbishment aspect of the contract. The current management contract is due to expire in December 2026. The agreed proposed refurbishment to the centre will provide the following facility mix: • 20m x 8m Swimming pool • Sauna/steam room • 3 x multi-purpose fitness studios (replacing the current health & fitness gym) • 1 x treatment area • 52-station health and fitness gym (replacing existing sports exercise studio) • 2 x outdoor tennis courts. The exact location of the GLLC can be found within the PME (Preliminary Market Engagement) Questionnaire. Please note that this is not a call for competition. No response to this PME exercise will exclude any supplier from a potential procurement exercise.

Tender Quality Score

This Preliminary Market Engagement (PME) is clearly articulated regarding its purpose and scope, demonstrating good legal compliance for a pre-procurement activity. However, the absence of the PME Questionnaire significantly impacts its completeness and practicality.

Score Breakdown

Legal Compliance90/100

The document clearly identifies itself as a Preliminary Market Engagement, not a call for competition, which aligns with pre-procurement legal frameworks. The CPV code is appropriate for the anticipated future contract, and no disputes or suspensions are noted.

Clarity95/100

The purpose of the PME, the scope of the refurbishment, and the proposed facility mix are described with excellent clarity. The explicit statement that it is not a call for competition and that non-participation will not exclude future involvement is highly commendable.

Completeness50/100

While basic information, estimated value, duration, and contract start date are provided, the critical PME Questionnaire, which is central to this engagement, is not accessible. This represents a significant gap in the completeness of the provided information for the PME itself.

PME Questionnaire not provided
Fairness70/100

The tender explicitly states that non-response to the PME will not exclude suppliers from a potential future procurement, which is a strong indicator of fairness. The estimated value is disclosed. However, the absence of the PME Questionnaire could hinder fair participation in the engagement process.

PME Questionnaire not provided
Practicality50/100

The lack of electronic submission support is a practical drawback. More significantly, the PME Questionnaire, which is essential for participation in this preliminary engagement, is not provided, creating a practical barrier for interested suppliers.

No e-submission support
PME Questionnaire not provided
Data Consistency95/100

All provided key fields are populated, and the dates (submission, contract duration, start) are logical and consistent. The 'planning' status and 'None' for type/procedure are consistent with a Preliminary Market Engagement.

Sustainability20/100

The tender description does not include any explicit mention of green procurement, social aspects, or innovation focus, which are increasingly important considerations in modern public procurement.

No sustainability, social, or innovation criteria mentioned
