Original Tender Description

Severn Trent are currently investigating the potential procurement of supply and installation of covers for a range of ASP (Activated Sludge Plant) tanks at up to 23 of our sewage treatment works with some sites having multiple ASP assets. Severn Trent is also considering the procurement of covers for its Liquor Treatment Plants. The intention is to collaboratively work together with supplier(s) to identify the best solution for our sites. The purpose of the cover is to capture gas emissions from the mixed liquors in the tank, which constantly receives aeration with high airflow. We require covers that can deal with air pressure and cope with a certain level of pressure fluctuation. As such the cover should be sealed to the tank and reasonable steps should be taken to minimise the leakage of gas. It is expected that extraction points will be required to remove the gas for processing.

Tender Quality Score

This tender, currently in a planning/market engagement phase, provides a clear technical description for tank covers but suffers from significant omissions regarding the procurement procedure, estimated value, and crucial evaluation criteria, impacting its overall fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender is in a planning status, which might explain some omissions. The CPV code is appropriate, and there are no reported disputes. However, the complete absence of a defined procedure type and the classified estimated value are significant legal compliance concerns for a formal tender, even if less critical for a market engagement notice.

Missing procedure type
Estimated value classified
Clarity70/100

The technical description of the required tank covers, including their purpose and key features (gas capture, pressure handling, sealing, extraction points), is clear and unambiguous. The AI-extracted requirements are also well-defined. However, the complete absence of specified evaluation criteria is a major deficiency, making it unclear how submissions will be judged.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, deadlines, and contract duration are provided. Technical requirements are also detailed. However, the estimated value is not disclosed, and critically, evaluation criteria are entirely missing. The inclusion of an irrelevant document (Historic England) also points to a lack of thoroughness in document management.

Estimated value not disclosed
No evaluation criteria specified
Fairness60/100

The classified estimated value and the complete absence of evaluation criteria significantly undermine the fairness of this procurement. Bidders cannot adequately assess the opportunity or understand the basis for selection. The lack of e-submission also presents a barrier to equal access and efficiency. The technical requirements themselves do not appear tailored.

Estimated value classified
No evaluation criteria specified
Practicality65/100

Key practical details like contract start date and duration are clearly specified. However, the lack of electronic submission capabilities is a practical drawback for potential bidders. The classified financial information also makes it harder for suppliers to gauge the project's scale and allocate resources appropriately.

No e-submission
Estimated value classified
Data Consistency80/100

Most of the provided data is consistent, with logical dates and no reported disputes. However, the "Type" and "Procedure" fields are unpopulated ("None"), and the estimated value is explicitly "Not disclosed," indicating gaps in key data fields.

Missing procedure type
Estimated value not disclosed
Sustainability40/100

The tender does not explicitly incorporate green procurement principles, social criteria, or an innovation focus beyond the functional requirement of capturing gas emissions. While gas capture has environmental benefits, it's a core technical need rather than an added sustainability initiative.

Not green procurement
No social criteria

Strengths

Clear and detailed technical description of requirements
Specific CPV code and NUTS code provided
Contract duration and start date are clearly defined
No reported disputes or suspensions
Open data (OCDS) documents available

Concerns

Missing definition of procurement procedure type
Estimated value is classified, reducing transparency
Crucial evaluation criteria are entirely absent
Lack of electronic submission capabilities
No explicit focus on sustainability, social aspects, or innovation

Recommendations

1. Clearly define the procurement procedure type and disclose the estimated value to enhance transparency and legal compliance.
2. Develop and publish comprehensive evaluation criteria to ensure fairness and clarity for all potential bidders.
3. Implement electronic submission options to improve accessibility and efficiency of the bidding process.
