Tender Quality Score

This tender represents a socially and environmentally ambitious project with a clear vision, but its procedural execution, particularly regarding transparency and information accessibility, is significantly lacking.

Score Breakdown

Legal Compliance60/100

The tender lacks a clearly defined formal procedure type and the estimated value is classified, which are significant legal compliance gaps. Documents are only available upon request via email, which is not standard for transparent procurement, even for below-threshold procedures.

Missing formal procedure type
Estimated value classified
Clarity55/100

While the project's vision and objectives are clearly articulated, the absence of explicit evaluation criteria and the need to request a 'full information pack' for detailed requirements significantly reduce the overall clarity of the tender for potential bidders.

No explicit evaluation criteria specified
Detailed requirements only available upon request
Completeness50/100

Key information, such as the full tender documentation and detailed evaluation criteria, is not directly provided in the public notice. The classified estimated value also impacts the completeness of the financial overview.

Full information pack not directly attached/accessible
Detailed evaluation criteria missing
Fairness40/100

Fairness is significantly compromised by the lack of direct document access, the classified estimated value, and the absence of explicit and transparent evaluation criteria. The lack of e-procurement further creates barriers to equal access.

No direct document access (email request only)
Estimated value classified
Practicality55/100

The tender's practicality is hindered by the absence of an e-submission platform and the requirement to request documents via email, which adds administrative steps. The classified financing information also limits practical understanding of the project's financial scope.

No e-submission supported
No direct document URL provided
Data Consistency80/100

Most core data points, such as deadlines and duration, are consistent. However, the 'Type', 'Procedure', and 'Liable Person' fields are unpopulated, indicating minor data entry gaps.

"Type" and "Procedure" fields are empty
"Liable Person" field is empty
Sustainability95/100

The tender demonstrates an excellent commitment to sustainability, explicitly integrating green procurement principles, strong social aspects (community involvement, education, wellbeing), and an innovative approach to urban development.

Strengths

Clear and ambitious project vision with strong sustainability focus
Detailed description of desired outcomes and community benefits
Well-defined contract duration and start date
Appropriate CPV code assigned

Concerns

Lack of formal procedure type and classified estimated value
Absence of explicit evaluation criteria
Documents only available upon email request, hindering transparency
No e-submission platform for modern procurement

Recommendations

1. Clearly define the formal procurement procedure type and disclose the estimated value to enhance transparency and legal compliance.
2. Provide direct access to all tender documents, including detailed requirements and explicit evaluation criteria, on a public platform.
3. Implement an e-procurement system for document access and submission to ensure equal access and streamline the process.
