Tender Quality Score

This tender demonstrates a strong commitment to sustainability through its core requirement for recycled plastic furniture. However, the complete absence of tender documents, including detailed specifications and evaluation criteria, severely compromises its completeness, fairness, and practicality.

Score Breakdown

Legal Compliance100/100

The tender outlines an open procedure and a framework agreement, which are standard. A significant concern is the explicit statement that 'No explicit mandatory exclusion grounds are provided in the given tender information,' which is a fundamental omission for legal compliance and transparency.

Absence of explicit mandatory exclusion grounds in the provided information.
Clarity40/100

The description of the scope, duration, and the extensive list of potential beneficiaries is commendably clear. However, the lack of any actual tender documents means that specific requirements, technical specifications, and contractual terms remain entirely unclear to potential bidders.

Lack of detailed specifications and contractual terms due to missing documents.
Completeness83/100

This tender is critically incomplete. The absence of any attached documents (specifications, terms and conditions, evaluation criteria, submission forms) renders it unworkable and prevents bidders from preparing a compliant and competitive offer. The 'extracted requirements' are merely high-level summaries.

Complete absence of all essential tender documents (e.g., specifications, terms, evaluation criteria).
Missing detailed evaluation criteria.
Fairness60/100

The lack of detailed tender documents, particularly evaluation criteria, creates a significant risk to fairness and transparency. Without clear, published criteria, bidders cannot understand how their offers will be assessed, potentially leading to arbitrary decisions and undermining equal treatment.

Risk of unfair evaluation due to missing evaluation criteria.
Lack of transparency for bidders due to absent tender documents.
Practicality40/100

The broad scope of delivery to numerous individual schools and EA locations across Northern Ireland over four years suggests a complex logistical undertaking. While the framework agreement structure is practical for long-term supply, the absence of any operational details or terms in tender documents makes it impossible to assess the practical implementation for bidders.

Unclear practical implementation details due to missing tender documents.
Broad geographical scope and numerous beneficiaries may pose logistical challenges for some suppliers without clear guidance.
Data Consistency100/100

Based on the limited information provided, the data points (title, reference, organization, value, duration) appear consistent. However, without access to the full tender documents, a comprehensive assessment of data consistency across all tender components is not possible.

Sustainability0/100

The tender explicitly requires outdoor furniture made from recycled plastic, which is a strong and commendable commitment to environmental sustainability and circular economy principles. This is a clear example of green public procurement.

Strengths

Strong focus on environmental sustainability through the requirement for recycled plastic furniture.
Clear and detailed description of the scope and extensive list of potential beneficiaries.
Open procedure promotes broad competition.
Estimated value and contract duration are clearly disclosed.

Concerns

Critical absence of all essential tender documents (specifications, terms, evaluation criteria), making the tender unworkable.
Lack of explicit mandatory exclusion grounds in the provided information.
Missing detailed evaluation criteria, which compromises fairness and transparency.
Broad geographical scope and numerous potential beneficiaries may present significant logistical challenges for suppliers without clear operational guidance.

Recommendations

1. Immediately publish all essential tender documents, including detailed specifications, terms and conditions, and comprehensive evaluation criteria.
2. Clearly state all mandatory and discretionary exclusion grounds in the tender documentation.
3. Provide clear guidance on the e-submission process and any specific logistical requirements for delivery across Northern Ireland.
