Tender Quality Score

This tender aims to establish a Dynamic Purchasing System (DPS) for waste management services. However, the provided information is severely lacking in detail, making a comprehensive assessment of its quality challenging.

Score Breakdown

Legal Compliance100/100

The tender explicitly references compliance with Public Contracts Regulations 2015, Regulation 34 for DPS, and mentions mandatory exclusion grounds. However, without the full tender documents, it is impossible to verify complete adherence to all legal and procedural requirements.

Inability to verify full legal compliance due to missing tender documents.
Clarity40/100

The overall objective of establishing a DPS for skips/waste management for new build projects is clear. Nevertheless, the specific requirements for admission to the DPS, detailed evaluation criteria, and contractual terms are entirely absent, leading to significant ambiguity for potential suppliers.

Lack of detailed requirements for DPS admission.
Absence of specific evaluation criteria.
Completeness75/100

The provided information is highly incomplete. Crucial elements such as detailed tender documents, specific financial requirements, technical specifications, award criteria, and terms and conditions are missing, which are fundamental for a robust procurement process.

No tender documents attached or content available.
Missing detailed technical specifications for services.
Fairness60/100

While a DPS is designed to promote fairness by allowing continuous market access, the critical absence of detailed, objective criteria for admission and evaluation raises concerns about transparency and equal treatment. Suppliers cannot fully understand the qualification process, potentially leading to subjective application.

Potential for subjective admission criteria due to lack of detail.
Absence of clear evaluation criteria could hinder fair competition.
Practicality40/100

Establishing a DPS for a common service like skips is a practical approach for ongoing needs. However, the current lack of detailed information makes it impractical for suppliers to prepare a meaningful application or understand the operational expectations and service levels required.

Suppliers cannot adequately prepare applications without detailed requirements.
Operational expectations and service levels are undefined.
Data Consistency100/100

The limited data provided is consistent across the various fields (e.g., title, reference, organization, type, procedure, status, CPV code, contract duration). There are no apparent contradictions within the given text.

Sustainability0/100

No information regarding environmental, social, or economic sustainability criteria is provided within the tender description or extracted requirements. This indicates a missed opportunity to integrate responsible procurement practices.

Absence of green procurement criteria.
Lack of social criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) for flexibility and continuous market access.
Clear identification of the procuring entity and service required (Skips/Waste Management).
Explicit reference to Public Contracts Regulations 2015, Regulation 34.
Reasonable contract duration (48 months) for a DPS.
Mandatory exclusion grounds are referenced.

Concerns

Critical absence of tender documents and detailed content.
Lack of specific financial requirements for suppliers.
