Original Tender Description

The design and build of a new bowls club facility in Cullompton, Devon, including club house and all weather bowling green. This development is required as part of the Cullompton Town Centre Relief Road construction project which involves relocating the existing Cullompton Bowls Club pavilion and bowling green to facilitate construction, by others, of the proposed Cullompton Town Centre Relief Road. The works required in this procurement comprise the design and construction of a new artificial-surface bowling green, a single-storey pavilion, a car park, and all associated drainage and services on land adjacent to the existing bowling green. The works also include removal of existing cricket nets, partial removal of the existing bowling green, surrounding hardstanding, paths, walls, fences, drainage and services. The Works will be completed in two sections, as described below: Section 1 – Site preparation and construction of the new bowling green, including associated drainage, floodlighting, pathways, fencing, retaining structures, and pedestrian access. Section 1 also includes any temporary paths and fencing required to allow safe use of the bowling green until Section 2 is complete. Upon achieving Practical Completion of Section 1, the new bowling green and surrounding path will be handed over to the club for use. Section 2 – Following completion of Section 1, the remaining site area, including part of the existing bowling green, will be handed over to the Contractor. Section 2 includes removal of cricket nets, partial removal of the existing bowling green with associated paths, fences and services and construction of the new pavilion, car park areas up to car park gate, and all associated paths, walls, fences, landscaping, drainage, and services. The Contractor may elect to undertake the pavilion preparation and substructure works during Section 1; however, this must not delay completion and handover of the new bowling green and surrounding area. Tender Quality Score

This tender provides a clear project description and technical requirements but suffers from significant omissions regarding evaluation criteria, detailed exclusion/eligibility/financial requirements, and the absence of electronic submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance65/100

The tender lacks a specified reveal date, which is a basic disclosure requirement. Furthermore, the AI summary indicates that specific mandatory exclusion grounds, eligibility requirements, and financial requirements are not detailed in the provided information, which are fundamental for legal compliance, even for below-threshold procedures. The procedure type and CPV codes are correctly identified, and there are no disputes.

Missing reveal date
No specific mandatory exclusion grounds detailed
Clarity65/100

The project description and technical capability requirements are clearly articulated and easy to understand. However, a major deficiency is the complete absence of specified evaluation criteria, which leaves bidders without clear guidance on how their proposals will be assessed. The lack of detail for exclusion, eligibility, and financial requirements also reduces overall clarity for potential bidders.

No evaluation criteria specified
Lack of detailed exclusion, eligibility, and financial requirements
Completeness60/100

Basic information such as title, reference, organization, estimated value, duration, and location are all provided. Key dates are also present. However, the tender is significantly incomplete due to the absence of detailed evaluation criteria and the lack of specific mandatory exclusion, eligibility, and financial requirements, which are crucial components of a comprehensive tender package.

Missing evaluation criteria
Missing detailed mandatory exclusion grounds
Fairness45/100

The most critical fairness issue is the complete lack of specified evaluation criteria, which prevents bidders from understanding the basis of award and undermines transparency. The absence of an electronic submission option (e-submission) can also create barriers to equal access for all potential suppliers. While the technical requirements appear generic and not tailored, these procedural shortcomings significantly impact the fairness of the competition.

No evaluation criteria specified
No e-submission option
Practicality60/100

The lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority. Key practical dates like contract start and duration are clearly specified, and financing information (estimated value) is available. Document access is implied, but no direct URL is provided in the given text.

No e-submission option
Data Consistency85/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates for submission, contract start, award, and on-site commencement are logical and generally consistent, with only a minor one-day overlap between contract start and award. However, the 'Liable Person' field is empty, and the 'Type Code' and 'Procedure Code' are missing, along with the reveal date, indicating minor data population gaps.

Empty 'Liable Person' field
Missing 'Type Code' and 'Procedure Code'
Sustainability25/100

The tender does not include any explicit considerations for green procurement, social aspects, or innovation. There is no indication of sustainability criteria being integrated into the project requirements or evaluation process.

No green procurement considerations
No social aspects included

Strengths

Specific technical capability requirements
Estimated value, duration, and key dates are provided

Concerns

Missing evaluation criteria (major concern for fairness and clarity)

Recommendations
