Tender Quality Score

This tender for a closed framework provides clear details on the required materials and delivery services but suffers from significant omissions regarding evaluation criteria, explicit legal requirements, and the lack of electronic submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes. However, the AI-extracted requirements explicitly state a lack of mandatory exclusion grounds and eligibility requirements, which are fundamental legal components of a compliant tender.

No explicit mandatory exclusion grounds provided.
No explicit eligibility requirements provided.
Clarity55/100

The description of the framework and its lots is clear and unambiguous, as are the technical delivery requirements (Click & Collect, next-day delivery). However, the absence of specified evaluation criteria, and explicit financial requirements, significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified.
No explicit financial requirements provided.
Completeness50/100

While basic information such as title, reference, organization, value, and duration are present, the tender is notably incomplete due to the explicit absence of evaluation criteria, mandatory exclusion grounds, eligibility requirements, and financial requirements in the provided text.

Missing evaluation criteria.
Missing explicit mandatory exclusion grounds and eligibility requirements.
Fairness40/100

The lack of specified evaluation criteria is a major fairness concern, as bidders cannot objectively understand how their proposals will be assessed. The absence of electronic submission (as flagged by automated checks) creates a barrier to equal access, and the stringent 'Click and Collect same day service along with a next day delivery option within this tender for all lots' requirement could potentially limit competition to suppliers with specific logistical capabilities.

No evaluation criteria specified, impacting transparency and objectivity.
No electronic submission supported, hindering equal access.
Practicality50/100

The tender clearly specifies the contract start date and duration. However, the lack of electronic submission is a significant practical drawback in modern procurement, increasing administrative burden for all parties.

No electronic submission supported.
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty codes for 'Type' and 'Procedure' and a blank 'Liable Person' field.

Empty codes for 'Type' and 'Procedure'.
Liable Person field is blank.
Sustainability20/100

The tender explicitly lacks any mention of green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

Not green procurement.
No social criteria.

Strengths

Clear description of goods/services and lot structure.
Estimated value and contract duration are clearly disclosed.
Submission period is reasonable (39 days from today's date).
Good data consistency for basic fields with no disputes.

Concerns

Absence of explicit evaluation criteria.
Missing mandatory exclusion, eligibility, and financial requirements.
No electronic submission supported.
Potentially restrictive delivery requirements (same-day Click & Collect, next-day delivery for all lots).
Complete lack of sustainability considerations.

Recommendations

1. Clearly define and publish all evaluation criteria to ensure transparency and fairness.
2. Explicitly state mandatory exclusion grounds, eligibility, and financial requirements in the tender documentation.
3. Implement and enable electronic submission to enhance accessibility and efficiency for bidders.
