Original Tender Description

Newquay Town Council wishes to issue this Tender Summary Notice in relation to the above procurement exercise. The Council originally published an Invitation to Tender (ITT) on 3 December 2025 for the design and build of the Visit Newquay website, the Council's official tourism and destination management platform. Following publication, the Council became aware that a number of technical difficulties affected the visibility and accessibility of several important tender documents on procurement website. As a result of these issues, the Council considers it necessary to revise the submission timetable and provide clarification on the process going forward, as this is necessary to ensure that all suppliers are given a fair and reasonable opportunity to respond with access to the full and correct information. Key Updates Due to the technical issues encountered, any submissions previously made cannot be accepted. All suppliers wishing to participate must submit a new, complete tender submission in line with the revised timetable. To reduce administrative burden and in recognition of the issues encountered, the Council will not require hard copy submissions for this tender. Revised Submission Timetable: Deadline for clarification questions: 12:00 noon, Monday 26 January 2026 Deadline for electronic tender submissions: 12:00 noon, Monday 2 February 2026 All submissions must be sent electronically by email to: tenders@newquay.gov.uk An acknowledgement email will be issued for all valid submissions received. Newquay Town Council thanks all interested suppliers for their understanding and continued interest in this opportunity.

Tender Quality Score

This revised tender suffers from critical deficiencies, primarily the continued inaccessibility of essential bidding documents and the complete absence of evaluation criteria, severely undermining its legal compliance, clarity, completeness, and fairness.

Score Breakdown

Legal Compliance40/100

While the re-issuance demonstrates an intent to rectify previous procedural errors, the continued inaccessibility of critical tender documents (e.g., Pricing Schedule, Detailed Specification, Bidding Documents) constitutes a significant breach of procurement regulations regarding transparency and equal treatment. The absence of evaluation criteria is also a major legal compliance concern.

Critical tender documents are inaccessible ("Page not found")
No evaluation criteria specified
Clarity30/100

The tender's description regarding the reason for re-issuance is clear. However, the core requirements for the website design and build are not clearly documented due to inaccessible "Detailed Specification Document." Furthermore, the complete absence of specified evaluation criteria makes it impossible for bidders to understand how their proposals will be judged, leading to significant ambiguity.

Core technical requirements are in inaccessible documents
No evaluation criteria specified
Completeness25/100

Basic administrative information such as title, reference, organization, value, duration, and deadlines are provided. However, the tender is critically incomplete as essential documents like the "Pricing Schedule," "Detailed Specification Document," and "Bidding Documents" are listed but inaccessible. Crucially, evaluation criteria are entirely missing.

Critical tender documents are inaccessible
No evaluation criteria specified
Fairness20/100

The re-issuance was an attempt to restore fairness after initial technical issues. However, the continued lack of full access to critical tender documents and the complete absence of objective and transparent evaluation criteria severely compromise the fairness of the competition. This creates an uneven playing field, as suppliers cannot prepare informed and competitive bids.

Critical tender documents are inaccessible
No evaluation criteria specified
Practicality30/100

The tender specifies electronic submission via email and provides clear deadlines and contract dates. However, the practical ability for any supplier to prepare and submit a meaningful bid is severely hindered by the inaccessibility of fundamental documents such as the detailed specification and pricing schedule. This makes the tender practically unworkable for serious bidders.

Critical tender documents are inaccessible
No explicit document URL for all documents
Data Consistency60/100

Most key structured fields (title, reference, organization, value, CPV, dates) are populated and appear consistent. The primary inconsistency lies in the listing of 10 tender documents, with 5 of them (including critical ones) returning "Page not found" errors, directly contradicting their implied availability. The automated check's "No e-submission" flag also conflicts with the explicit instruction for email submissions.

Critical tender documents listed but inaccessible
Conflicting information on e-submission
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. This is a missed opportunity to leverage public procurement for broader public value, although common for below-threshold tenders.

No green procurement
No social criteria

Strengths

Clear communication regarding the re-issuance and its reasons
Basic administrative information (title, reference, organization, value, duration, CPV) is well-defined
Electronic submission via email is specified, reducing administrative burden for bidders
Value of the contract is disclosed

Concerns

Critical tender documents (e.g., Detailed Specification, Pricing Schedule) are inaccessible ("Page not found")
No evaluation criteria are specified, making fair assessment impossible
Absence of mandatory exclusion grounds and detailed eligibility/financial requirements
The tender is fundamentally incomplete and lacks clarity on core requirements
Lack of any sustainability, social, or innovation considerations

Recommendations

1. Immediately rectify the technical issues preventing access to all critical tender documents, including the Detailed Specification, Pricing Schedule, and Bidding Documents.
2. Clearly define and publish the evaluation criteria, including their weighting, to ensure transparency and fairness.
3. Consider extending the submission deadline once all documents are accessible to allow suppliers adequate time to prepare new bids.
