Tender Quality Score

This tender provides a clear description of the required "off the shelf" Trading Standards system and includes essential basic information, but critically lacks specified evaluation criteria and exhibits data inconsistencies regarding value and e-submission.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are reported. The submission deadline is reasonable. However, the absence of a reveal date makes a full timeline assessment difficult, and there's a contradiction regarding e-submission support.

Missing reveal date
Contradiction regarding e-submission support (automated check vs. requirement)
Clarity55/100

The project description and technical requirements for the system are clearly articulated. However, the critical absence of specified evaluation criteria significantly diminishes the overall clarity of how bids will be assessed.

No evaluation criteria specified
Completeness55/100

Basic information, financial details, and contract duration are well-defined, and supporting documents are listed. The major deficiency is the complete absence of evaluation criteria, which is fundamental for a complete tender package.

Missing evaluation criteria
Fairness45/100

The requirements for an "off the shelf" system appear generic, and e-procurement via Due North portal is indicated. However, the lack of transparent and objective evaluation criteria severely compromises the fairness and transparency of the procurement process.

No objective and transparent evaluation criteria specified
Practicality80/100

Electronic submission via the Due North portal is specified, and key dates like contract start and duration are clearly provided, enhancing practicality for potential bidders.

Data Consistency60/100

There is a significant inconsistency in the estimated value, stated as EUR 312,000.00 in basic info but £260,000 in document summaries. Additionally, an automated check contradicts the explicit mention of e-submission via Due North portal.

Inconsistent estimated value (EUR vs GBP)
Contradiction regarding e-submission
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social responsibility, or innovation-focused criteria, indicating a missed opportunity to align with broader sustainability goals.

No green procurement criteria
No social criteria
