Tender Quality Score

This tender for research and evaluation consultancy services is generally well-structured with clear requirements and extensive documentation, but it suffers from a critical lack of explicit evaluation criteria and the absence of electronic submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender defines an Open procedure and uses an appropriate CPV code. However, the reveal date is missing, which is a minor compliance gap. While the AI summary notes no explicit mandatory exclusion grounds, these are typically covered in the Qualification Questionnaires, which are provided.

Missing tender reveal date
Clarity60/100

The description of the framework and its two lots is clear and unambiguous. Requirements are well-documented and understandable. However, the tender critically lacks explicit evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed.

Missing explicit evaluation criteria
Completeness65/100

Most basic information, including title, reference, organization, value, duration, and deadlines, is provided. A comprehensive set of 16 documents, including submission templates, is available. The main gap is the absence of explicit evaluation criteria and some unpopulated fields like 'Liable Person' and procedure codes.

Missing explicit evaluation criteria
Empty 'Liable Person' field
Fairness55/100

The tender's multi-supplier framework and division into lots promote broader participation. Requirements appear generic and not tailored. However, the lack of explicit and transparent evaluation criteria significantly compromises fairness. Additionally, the absence of electronic submission (as flagged) can create barriers to equal access.

Lack of explicit and transparent evaluation criteria
No electronic submission (as flagged by automated check)
Practicality60/100

The contract start date and duration are clearly specified. However, the automated check indicates no electronic submission, which is a significant practical drawback for bidders in 2026, potentially increasing administrative burden and reducing efficiency.

No electronic submission
Data Consistency85/100

Key fields are generally populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include the empty 'Liable Person' field and unpopulated procedure codes, as well as the missing reveal date.

Empty 'Liable Person' field
Unpopulated procedure codes (Type, Procedure)
Sustainability20/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation. This represents a missed opportunity to align with modern public procurement best practices and broader societal goals.

No green procurement criteria
No social criteria

Strengths

Clear and detailed description of services and framework structure
Comprehensive set of 16 tender documents and submission templates provided
Multi-supplier framework divided into distinct lots, promoting competition
Clear contract duration, estimated value, and start date

Concerns

Critical absence of explicit evaluation criteria, impacting clarity and fairness
Lack of electronic submission, reducing practicality and equal access
No integration of sustainability, social, or innovation aspects
Missing tender reveal date and some unpopulated administrative fields

Recommendations

1. Explicitly define and publish all evaluation criteria and their weightings to ensure transparency and fairness.
2. Implement an electronic submission system to enhance practicality, efficiency, and equal access for bidders.
3. Integrate sustainability, social value, and innovation criteria into the tender to align with modern procurement standards.
