Original Tender Description

T1414 aims to demonstrate the effective use of Solar Reflective Solutions to reduce internal vehicle temperatures, supporting improved passenger comfort, reduced HVAC energy consumption demand and improved component reliability for GB passenger rolling stock. Work Package 1- Benchmarking and trial planning • Assess the current performance of existing rolling stock paint systems to establish a baseline against which the potential benefit and disbenefits of adopting solar reflective alternatives can be determined. • Identify and select SRSs which meet GB passenger rolling stock requirements to ensure the SRSs trialled meet technical, safety, and operational material requirements. • Develop a test plan for a box trial, representative of a rail vehicle, to assess the effect that SRSs would have on internal rail vehicle temperature. Work Package 2 - Box trials • Undertake box trials2, representative of a rail vehicle, as per the test plan produced in WP1, to gather data on the solar, thermal and operational environment performance of SRSs. •Analyse the data gathered from the box trials to enable cost-benefit analysis of the material systems and mitigate potential risk/unsuitable candidates. Work Package 3 - Business case for SRS adoption • Produce an initial business case for the use of SRSs on GB passenger rolling stock based on WP2. Work Package 4 - Planning next steps – This will only be undertaken if business case in WP3 is positive • Identify the questions (including technical) that remain to be answered to make informed decisions on the adoption of SRS. • Develop a test plan for trial(s) that would answer the outstanding questions identified in WP 2 and 3 so RSSB may seek support from relevant parties and plan for such trial(s). Note – The decision to proceed with the last work package will be made by RSSB based on the findings from WP2 and 3. The work for WP4 should be included in the total price, but with the cost separately identified to be able to be removed if WP4 is not progressed. benefit analysis of the material systems and mitigate potential risk/unsuitable candidates. Tender Quality Score

This tender for research services on solar reflective solutions for rolling stock is well-described with clear project objectives and practical submission methods. However, it suffers from critical omissions, notably the complete absence of evaluation criteria, which significantly impacts fairness and legal compliance.

Score Breakdown

Legal Compliance50/100

The tender has significant legal compliance gaps, primarily due to the complete absence of evaluation criteria, which is a fundamental requirement for transparent and fair procurement. The lack of explicit mandatory exclusion grounds in the provided summary and the missing reveal date also contribute to lower compliance.

Missing evaluation criteria
No explicit mandatory exclusion grounds provided in summary
Clarity50/100

While the project description and work packages are exceptionally clear and detailed, the complete absence of evaluation criteria makes the tender fundamentally unclear for potential bidders. Without knowing how proposals will be assessed, bidders cannot effectively formulate their submissions.

Missing evaluation criteria
No explicit eligibility requirements for bidding company
Completeness55/100

The tender provides essential basic information, deadlines, value, and duration, and documents are available. However, the critical omission of evaluation criteria and explicit eligibility/exclusion requirements represents a significant gap in the completeness of the tender documentation.

Missing evaluation criteria
No explicit eligibility requirements for bidding company
Fairness30/100

The tender supports e-procurement, discloses value, and its technical requirements appear generic. However, the complete absence of evaluation criteria is a critical flaw that severely undermines fairness and transparency, as bidders cannot understand the basis on which their proposals will be judged.

Missing evaluation criteria
Practicality90/100

The tender is highly practical, supporting electronic submission via a dedicated portal with clear URLs. The contract start date and duration are well-defined, facilitating bidder planning and response.

Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no disputes or suspensions. Minor inconsistencies include missing codes for procedure types and an empty 'Liable Person' field, but these do not create contradictions.

Missing 'Liable Person'
Missing codes for procedure type
Sustainability70/100

The project's core objective of reducing energy consumption and improving efficiency for rolling stock is inherently aligned with environmental sustainability. However, the tender documentation itself does not explicitly incorporate broader green procurement criteria or social aspects for bidders.

No explicit green procurement criteria for bidders
No social aspects mentioned

Strengths

Clear and detailed project description with well-defined work packages
Electronic submission supported via dedicated eSourcing portal
Value disclosed and technical requirements appear generic
Contract duration and start date clearly specified
Project's inherent focus on energy efficiency and innovation

Concerns

Complete absence of evaluation criteria, severely impacting fairness and clarity
Lack of explicit mandatory exclusion and eligibility requirements
Missing reveal date, affecting full transparency of the tender period
Minor data gaps (e.g., missing procedure codes, liable person)
No explicit green procurement or social criteria for bidders

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency.
2. Clearly define and publish all mandatory exclusion and eligibility requirements.
3. Ensure all key data fields, including the tender reveal date and procedure codes, are populated for full transparency.
