Tender Quality Score

This tender for medical and first aid services is generally well-structured with clear service descriptions and mandatory e-submission, but critically lacks specified evaluation criteria, which significantly impacts clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are reported. The timeframe for submission (28 days from today's date) is reasonable for a below-threshold open competition. While the AI summary lacks specific details on exclusion, eligibility, and financial grounds, it directs bidders to the full CfT documents, which is standard practice.

Clarity60/100

The description of services and technical requirements are clear. However, the critical absence of specified evaluation criteria is a major flaw, preventing bidders from understanding how their proposals will be judged. The AI-extracted summary also lacks detail on mandatory exclusion, eligibility, and financial requirements.

Completeness65/100

Basic information, deadlines, value, duration, and location are provided, and documents are attached. However, the tender is incomplete due to the critical absence of specified evaluation criteria. The AI-extracted summary also lacks specific details on exclusion, eligibility, and financial requirements, and minor fields like 'Liable Person' are empty.

No evaluation criteria specified
AI-extracted requirements summary lacks detail on mandatory exclusion, eligibility, and financial criteria
Fairness55/100

The tender provides full document access, discloses the estimated value, supports e-procurement, and features generic requirements not tailored to a specific company. However, the complete absence of specified evaluation criteria severely compromises transparency and objectivity, making it difficult for bidders to compete fairly.

No evaluation criteria specified
Practicality80/100

Electronic submission via etendersNI is clearly mandated, and the contract start date and duration are well-defined. The estimated value is also provided. While a direct document URL isn't explicitly stated, it's implied to be accessible through the e-procurement platform.

Data Consistency70/100

Dates are logical and consistent, and no disputes are reported. However, there are minor inconsistencies such as 'Value Classified: Yes' contradicting the disclosed estimated value, and missing codes for 'Type' and 'Procedure'. The 'Liable Person' field is also empty.

Contradiction between 'Value Classified: Yes' and disclosed value
Missing codes for 'Type' and 'Procedure'
Sustainability20/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement focus
No social criteria
