Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for construction partners, demonstrating a strategic approach to long-term procurement. However, the limited information provided in the notice, particularly the absence of detailed requirements and tender documents, significantly hinders a comprehensive quality assessment.

Score Breakdown

Legal Compliance100/100

The use of a Dynamic Purchasing System (DPS) is a legitimate procurement procedure. The notice correctly identifies mandatory exclusion grounds as part of the Selection Questionnaire (SQ), which is standard practice. Full verification of compliance would require access to the SQ.

Clarity40/100

The description of the DPS purpose and scope is clear. However, the actual detailed requirements for eligibility, technical capability, and financial standing are deferred to an external Selection Questionnaire, reducing the immediate clarity of the tender notice itself.

Lack of specific details for mandatory exclusion grounds, financial requirements, and detailed technical capability criteria within the notice.
Reliance on an external website (www.housingprocurement.com) for the full tender documentation (SQ).
Completeness83/100

The provided tender information is incomplete as it lacks the actual tender documents, detailed mandatory exclusion grounds, specific financial requirements (e.g., minimum turnover), and precise technical evaluation criteria. All these crucial details are referred to an external Selection Questionnaire.

No tender documents attached or available in the provided content.
Missing specific mandatory exclusion grounds.
Fairness80/100

The general requirements for experience in residential construction, development, and regeneration are broad enough not to appear tailored to a specific company. The DPS structure itself promotes fairness by allowing new entrants throughout its duration. However, the lack of specific financial and technical thresholds in the notice prevents a full assessment of potential barriers to entry for SMEs.

Potential for high, unspecified financial or technical thresholds in the SQ that could disproportionately exclude smaller firms, though this cannot be confirmed without the SQ.
Practicality40/100

The DPS structure is practical for ongoing procurement of construction works, allowing flexibility and continuous onboarding of new contractors. The requirement to register interest and obtain the SQ from a dedicated portal is a standard and practical approach.

Data Consistency100/100

The provided information is internally consistent. The description aligns with the extracted requirements and the DPS procedure.

Sustainability25/100

The tender notice does not include any specific sustainability, environmental, or social criteria. While 'Innovation Focus' is mentioned, it's not explicitly linked to sustainability.

Absence of explicit green procurement criteria.
Absence of explicit social criteria.

Strengths

Strategic use of a Dynamic Purchasing System (DPS) for flexible, long-term procurement.
Clear identification of the procurement type, scope, and geographical focus (North East).
Explicit mention of 'Innovation Focus,' indicating a forward-thinking approach.
Estimated value and contract duration are clearly stated.

Concerns

Significant lack of detailed tender documentation and specific requirements within the provided notice, deferring crucial information to an external Selection Questionnaire.
Absence of specific financial requirements (e.g., minimum turnover) and detailed technical evaluation criteria, making it difficult for potential bidders to assess suitability upfront.
No explicit sustainability (green or social) criteria, which is a missed opportunity for a modern procurement.
The 'Innovation Focus' characteristic is stated but not elaborated with specific requirements or evaluation methods.

Recommendations

1. Ensure the Selection Questionnaire (SQ) provides clear, proportionate, and non-discriminatory financial and technical requirements to encourage broad participation, including SMEs.
2. Integrate explicit sustainability criteria (environmental and social) into the SQ and subsequent call-offs under the DPS.
3. Clearly define how 'Innovation Focus' will be assessed and rewarded within the DPS framework.
