Tender Quality Score

This tender for print and digital fulfilment services is significantly hampered by a lack of essential documentation and critical procedural information, despite having a clear technical scope. Key omissions severely impact legal compliance, fairness, and completeness for potential bidders.

Score Breakdown

Legal Compliance45/100

The tender lacks a defined procedure type, mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria. The estimated value is classified, and the 'planning' status with a submission deadline creates ambiguity regarding its legal standing. These omissions are critical for compliance with procurement regulations.

Missing procedure type
Missing mandatory exclusion grounds
Clarity65/100

While the technical description of the required services and digital integration capabilities is very clear and detailed, the overall clarity of the tender process is severely undermined by the complete absence of evaluation criteria and other key requirements (eligibility, financial). Bidders lack understanding of how their proposals will be assessed.

No evaluation criteria specified
Missing eligibility and financial requirements
Completeness40/100

The tender is critically incomplete due to the absence of actual tender document content, despite four documents being listed. Furthermore, the procedure type, liable person, evaluation criteria, and detailed eligibility/exclusion/financial requirements are missing, making it impossible for bidders to submit a comprehensive and compliant offer.

No tender document content available
Missing procedure type
Fairness35/100

Fairness is significantly compromised by the lack of access to tender documents, the classified estimated value, and the complete absence of evaluation criteria. Without these, bidders cannot prepare competitive proposals on an equal footing, and the transparency of the process is severely diminished. The lack of e-submission also presents a barrier.

No tender document content available
Estimated value is classified
Practicality50/100

The practicality of responding to this tender is low due to the absence of accessible tender documents and the lack of an e-submission option, which is standard practice in modern procurement. While the contract start date and duration are clear, the classified value and missing financial details hinder practical planning for bidders.

No e-submission option
No document URL provided or content accessible
Data Consistency60/100

There is a notable inconsistency between the 'planning' status of the tender and the provision of a submission deadline. If a deadline is set, the tender should be active and complete. Many key fields, such as procedure type, liable person, and disclosed estimated value, are unpopulated, indicating a lack of consistent data entry.

Inconsistency: 'planning' status with a submission deadline
Many key fields unpopulated (e.g., Type, Procedure, Liable Person, Disclosed Value)
Sustainability30/100

The tender does not explicitly mention any green procurement initiatives, social aspects, or a dedicated focus on innovation beyond the technical requirements for advanced digital integration. This represents a missed opportunity to incorporate broader sustainability goals into the procurement process.

No explicit green procurement criteria
No explicit social aspects mentioned

Strengths

Clear and detailed technical requirements for the service scope
Specific contract duration and start date provided
Appropriate CPV code assigned
Focus on advanced digital integration capabilities

Concerns

Absence of actual tender document content
Missing evaluation criteria, making bid preparation difficult
Missing procedure type, eligibility, exclusion, and financial requirements
Estimated value is classified, reducing transparency
No e-submission option

Recommendations

1. Publish all tender documents immediately to ensure full transparency and allow bidders to prepare.
2. Clearly define the procurement procedure type, eligibility, exclusion, financial, and evaluation criteria.
3. Disclose the estimated value to provide better context for potential bidders and consider enabling e-submission.
