Original Tender Description

Connected Places Catapult (CPC) is a UK innovation accelerator for cities/transport, helping public bodies use innovation for better living/working/travel, and its initiative, the Innovation Procurement Empowerment Centre (IPEC), provides practical support, expert guidance and shared learning to overcome procurement barriers and bring innovation into the public sector. Councils are increasingly using artificial intelligence (AI) to improve public services through innovative solutions. This work supports broader council objectives to enhance service delivery and address anti-social behaviour, while maximising value for residents. This notification seeks to explore the potential impact of AI in the public realm for local authorities. The aim is to assess market maturity, identify available solutions, and develop a procurement strategy for trials and recommendations to councils. Purpose of Engagement IPEC are leading this pre-market engagement exercise to explore the range of solutions currently available in the market to help shape the scope and inform the design of a future procurements for Councils. This market engagement is a strategic initiative that brings together a number of authorities, aligns requirements, and optimises resources for tendering. It also facilitates knowledge sharing across councils, ensuring a more coordinated and impactful approach. We are particularly interested in technologies and approaches that could address one or more of the identified challenges within the public realm. Depending on the nature, maturity, and potential impact of the solutions identified, this may lead to a procurement structured into one or more lots or delivered through multiple tenders. The final approach will be shaped by market readiness and a balanced assessment of cost versus impact. While the Councils will consider a range of benefits and outcomes (such as environmental improvements and social value), the current economic climate necessitates that all new spending and existing programs are heavily scrutinised for cost-effectiveness and efficiency. Please note: This is an initial market engagement and discovery exercise. As engagement progresses and additional authorities choose to participate, updates will be communicated through future notifications. The estimated value is highly speculative and may increase to include pilot activities, testing, and potential scaling. The final value will be determined following pre-market engagement and through further collaboration with participating authorities.

Good

Tender Quality Score

This tender represents a well-articulated pre-market engagement exercise, clearly outlining its purpose to explore AI solutions for public services and inform future procurements. While strong in clarity and fairness for its current stage, it exhibits some practical and formal procedural gaps typical of a planning phase.

Score Breakdown

Legal Compliance75/100

As a pre-market engagement, this notice appropriately lacks formal tender procedures and evaluation criteria. The deadlines are reasonable for market consultation, and basic legal disclosures are met. The 'Type: None' and 'Procedure: None' reflect its planning status, though a specific 'Market Consultation' type would be ideal for formal classification.

Clarity80/100

The tender's purpose as an 'initial market engagement and discovery exercise' is exceptionally clear and unambiguous. Requirements for participation are well-documented and understandable, explicitly stating what is not required at this preliminary stage.

Completeness70/100

The notice provides all essential basic information, including title, organization, estimated value (with caveats), and future contract timeline. While it lacks formal tender elements like detailed evaluation criteria, this is consistent with its pre-market engagement nature. The absence of a formal procedure type is a minor data gap.

Fairness85/100

The requirements are generic and not tailored, promoting broad market participation. Document access is provided, and the estimated value is disclosed. The 31-day submission period is reasonable for a market engagement. The lack of specified evaluation criteria is appropriate for a discovery phase.

Practicality65/100

The absence of explicit electronic submission support and a direct document URL are practical drawbacks in modern procurement. While future contract dates are provided, these pertain to a subsequent procurement, not the current engagement.

No explicit electronic submission support
Missing direct document URL
Data Consistency90/100

Key fields are largely populated, and the information provided is logical and consistent, particularly regarding the timeline for future procurement. The 'Liable Person' field is unpopulated, and the 'reveal date' is missing, which are minor data quality issues.

Missing 'Liable Person'
Missing reveal date
Sustainability50/100

The tender has a strong inherent focus on innovation by exploring AI technology solutions for public services. While environmental improvements and social value are mentioned for future consideration, they are not explicit requirements for the current engagement, limiting the immediate sustainability score.

Sustainability and social criteria are for future consideration, not current requirements

Strengths

Exceptional clarity on its purpose as a pre-market engagement
Strong focus on innovation and future-proofing public services
Transparent disclosure of estimated value (with caveats)
Generic and fair requirements for market participation
Comprehensive description of the initiative

Concerns

Lack of formal procedure type and detailed evaluation criteria (though appropriate for this stage)
Absence of explicit electronic submission functionality
Missing specific document URLs for direct access
Limited explicit sustainability/social criteria in the current engagement phase
CPV code might be too narrow for the broad scope of AI solutions

Recommendations

1. Clearly specify the intended method for submitting market engagement responses.
2. For future formal procurements, ensure full electronic submission capabilities and detailed, objective evaluation criteria.
3. Consider broadening the CPV codes for future formal tenders to encompass the full range of AI technology solutions for public realm challenges.
