Tender Quality Score

This tender notice for a continually open framework is severely lacking in essential documentation and detailed requirements, making it highly challenging for potential new service providers to understand the full scope and application process. The absence of critical information compromises transparency, fairness, and legal compliance.

Score Breakdown

Legal Compliance100/100

Legal compliance is highly questionable due to the complete absence of mandatory exclusion grounds, specific eligibility requirements, and financial criteria, which are fundamental aspects of public procurement law. The lack of accessible tender documents further exacerbates this concern.

Missing mandatory exclusion grounds
Absence of specific eligibility requirements
Clarity40/100

The clarity of the tender is extremely poor regarding the substantive requirements. While the 'continually open framework' process is stated, the actual criteria for joining, the scope of services, and the terms and conditions are entirely unclear due to missing documentation and vague technical requirements.

Vague technical capability requirements
Reference to external, unprovided framework document
Completeness83/100

The tender is critically incomplete. Essential components such as full tender documents, detailed mandatory exclusion grounds, eligibility criteria, financial requirements, and specific technical specifications are entirely absent, rendering the notice insufficient for informed participation.

No tender documents attached
Missing mandatory exclusion grounds
Fairness80/100

The fairness of the procurement process is severely compromised. Without detailed and accessible tender documents, clear eligibility, financial, and technical requirements, and transparent evaluation criteria, new bidders are at a significant disadvantage compared to existing framework members or those with prior knowledge of the Council's internal framework document. This creates an uneven playing field.

Lack of transparent evaluation criteria
Potential for unfair advantage to incumbents/informed parties
Practicality40/100

From a bidder's perspective, the tender is highly impractical. It is impossible to prepare a compliant and competitive application without access to the full framework document, detailed requirements, and evaluation criteria. This places an undue burden on potential service providers.

Impossible for bidders to prepare informed applications
Lack of essential information for compliance
Data Consistency100/100

The provided data is internally consistent but consistently incomplete. The information presented does not contradict itself, but it lacks the necessary depth and detail required for a comprehensive tender.

Consistent incompleteness of critical data
Sustainability0/100

There is no information provided regarding green procurement, social criteria, or innovation focus, making it impossible to assess the tender's commitment to sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Utilizes an open procedure, promoting broad participation.
Framework is continually open, offering flexibility for new entrants over time.
Addresses a critical social service need for vulnerable young people.
Estimated value and contract duration are clearly disclosed.
Clear title and organization identified.

Concerns

Complete absence of tender documents, making it impossible to understand the full scope and terms.
Missing mandatory exclusion grounds, eligibility, financial requirements, and evaluation criteria.
Vague technical requirements that refer to an external, unprovided framework document.
Lack of transparency and potential for unfair competition due to insufficient information.
Missing location information (NUTS code), limiting understanding of geographical scope.

Recommendations

1. Immediately publish all comprehensive tender documents, including the full 'West Sussex County Council's Framework for Accommodation and Support' and detailed terms.
2. Clearly define and publish all mandatory exclusion grounds, eligibility criteria, financial requirements, and transparent evaluation criteria.
3. Specify the geographical scope of service delivery (e.g., NUTS code or specific areas within West Sussex).
