Tender Quality Score

This tender for EWS Remediation Works provides clear project scope and timelines but suffers from critical omissions regarding evaluation criteria and explicit eligibility/exclusion grounds, impacting clarity and fairness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are appropriate, and the preparation time of 35 days is reasonable for a below-threshold tender. However, the absence of explicit mandatory exclusion grounds in the provided information is a notable legal compliance concern.

No explicit mandatory exclusion grounds provided in the tender information.
Clarity60/100

While the description of the works is clear, the tender critically lacks specified evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed. Explicit eligibility and exclusion grounds are also not detailed.

Missing evaluation criteria.
No explicit eligibility requirements beyond being a suitable supplier.
Completeness65/100

Basic information, deadlines, value, and duration are well-defined. However, the tender is incomplete due to the absence of explicit evaluation criteria, mandatory exclusion grounds, and detailed eligibility requirements within the provided text, referring full scope to an external platform.

Missing evaluation criteria.
No explicit mandatory exclusion grounds.
Fairness55/100

The tender discloses the value and offers a reasonable preparation period. Nevertheless, the lack of transparent evaluation criteria is a significant fairness issue, and the reported absence of e-submission could hinder equal access for all potential bidders.

Missing evaluation criteria.
No e-submission (as per automated check).
Practicality60/100

The contract start date, duration, and budget are clearly stated. However, the reported lack of electronic submission capabilities is a major practical drawback, and a direct document URL is not provided, only the platform name.

No e-submission (as per automated check).
Direct document URL not provided, only platform name (ProContract).
Data Consistency70/100

Most key fields are populated, and dates are logical. A notable inconsistency exists with the estimated value being stated in EUR in one field and a GBP range in the description, and 'Value Classified: Yes' contradicts the explicit disclosure.

Inconsistency in estimated value currency (EUR vs. GBP).
'Value Classified: Yes' contradicts the explicit value range provided.
Sustainability30/100

The tender does not explicitly incorporate green procurement, social criteria, or innovation focus, indicating a missed opportunity for broader impact.

Not green procurement.
No social criteria.

Strengths

Clear description of the required EWS remediation works.
Specific contract duration, start date, and budget range provided.
Appropriate CPV code and clearly defined procedure type.
