Tender Quality Score

This tender outlines a Dynamic Purchasing System for training services across multiple councils but suffers from a critical lack of detailed documentation and specific requirements, making a comprehensive assessment challenging for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender mentions 'MANDATORY EXCLUSION GROUNDS' but provides no explicit details, deferring to full tender documents. This absence of specific legal criteria in the provided extract is a significant gap, potentially hindering bidders' initial assessment of their eligibility.

Lack of explicit detail on mandatory exclusion grounds in the provided information.
Clarity40/100

While the overall concept of a DPS for training services across multiple councils is clear, the specific requirements for eligibility, technical capability, and financial standing are extremely vague. The description of 'Lots' and the 'range of training services' also lacks detail, which could lead to ambiguity.

Vague eligibility, technical, and financial requirements.
Absence of detailed scope for 'range of training services' and specific 'Lots'.
Completeness83/100

This is the most significant concern. The tender information is severely incomplete, explicitly stating 'No documents attached' and 'No document content available'. Key elements such as detailed requirements, evaluation criteria, and specific financial thresholds are entirely missing from the provided extract.

No documents attached or document content available.
Missing evaluation criteria.
Fairness80/100

Without detailed requirements and explicit evaluation criteria, the fairness of the procurement process is difficult to ascertain. The generic nature of the stated requirements could lead to subjective interpretation during the selection process. There is no indication of requirements being tailored for a specific company based on the limited information provided.

Potential for subjective evaluation due to lack of detailed criteria.
Absence of clear financial stability requirements for bidders to assess their suitability.
Practicality40/100

The use of a DPS for multiple councils is a practical approach for long-term, flexible procurement of training services. However, the current lack of detailed information makes it impractical for potential bidders to prepare a meaningful and competitive submission.

Bidders cannot adequately prepare submissions without detailed scope, requirements, and evaluation criteria.
Data Consistency100/100

The provided data is internally consistent, and the automated checks accurately highlight the critical absence of documents and detailed content.

Sustainability0/100

The tender information does not include any mention of green procurement, social criteria, or innovation focus, indicating a missed opportunity to integrate sustainability aspects into the procurement process.

No green procurement criteria.
No social criteria.

Strengths

Clear title, reference number, and organization specified.
Description of the DPS and its multi-council scope is provided.
Significant estimated value disclosed, indicating a substantial opportunity.
Use of a Dynamic Purchasing System (DPS) allows for flexibility and ongoing supplier onboarding.
Collaboration across multiple councils (Aberdeen City, Aberdeenshire, Highland) for broader impact.

Concerns

Critical absence of actual tender documents and detailed content.
Lack of specific eligibility, technical, and financial requirements.
Missing evaluation criteria, which compromises transparency and fairness.
Vague description of 'Lots' and the 'range of training services'.
No integration of sustainability, social, or innovation criteria.

Recommendations

1. Publish comprehensive tender documents detailing all requirements, scope of services per Lot, and clear evaluation criteria.
2. Explicitly define mandatory exclusion grounds, eligibility, technical, and financial requirements to ensure transparency and fairness.
3. Consider integrating sustainability, social, and innovation criteria into the DPS framework to promote broader public value.
