Original Tender Description

In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to consider approaches that could fulfill our Supply of Adhesives, Tapes and Sealants requirements. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement. To request the PMEN documents please contact: Name and Email address: Jaye Mcgowan Jaye.McGowan@tvsscs.com Jaye.McGowan118@TeamLeidos.Mod.Uk In the email request the documents related the Supply of Adhesives, Tapes and Sealants. The documents will then be sent for completion and should be returned to the same email addresses before the deadline. Responses are required as soon as possible to inform next steps, but the PMEN will remain open until 31/07/2026.

Tender Quality Score

This is a well-structured Preliminary Market Engagement Notice (PMEN) aimed at gathering market intelligence for a significant future contract, demonstrating good transparency and openness for this stage of procurement.

Score Breakdown

Legal Compliance75/100

The notice clearly defines its purpose as a PMEN, which is a legitimate pre-procurement activity. Deadlines are reasonable, and CPV codes are appropriate. No disputes are reported, and it aligns with market consultation best practices.

Clarity80/100

The description of the PMEN's purpose and the information requested from potential suppliers is very clear and unambiguous. The AI-extracted requirements accurately reflect the notice's intent, making it easy for interested parties to understand what is expected.

Completeness70/100

While most essential information like estimated value, potential contract duration, and deadlines for PMEN responses are provided, the 'Type' and 'Procedure' fields are empty. This is a moderate gap for a tender analysis, though less critical for a PMEN.

Empty 'Type' field
Empty 'Procedure' field
Fairness85/100

The market engagement process appears fair, with generic requirements and ample time for responses. The estimated value is disclosed, and there is no indication of requirements being tailored to specific companies, promoting broad participation.

Practicality65/100

Electronic submission is supported via email, and contact details for document requests are provided. However, the absence of a direct document URL or a dedicated e-procurement portal for submission makes it slightly less practical than modern best practices.

No direct document URL
No dedicated e-procurement platform for submission
Data Consistency90/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. The main inconsistencies are the empty 'Type', 'Procedure', and 'Liable Person' fields, which are minor for a PMEN and do not create contradictions.

Empty 'Type' field
Empty 'Procedure' field
Sustainability50/100

The notice explicitly seeks to understand current market innovation, which is a positive aspect for future strategy development. However, it lacks any mention of specific green procurement or social criteria for the future contract, which is a missed opportunity.

No explicit green procurement criteria mentioned
No explicit social criteria mentioned

Strengths

Clear purpose for market engagement
Reasonable response deadlines for PMEN
Transparent value disclosure
Focus on understanding market innovation
Generic and fair requirements for participation

Concerns

Lack of a dedicated e-procurement platform/direct document access
Empty 'Type' and 'Procedure' fields in basic information
Absence of explicit green/social criteria for the future contract

Recommendations

1. Consider using a dedicated e-procurement portal for future formal tenders to enhance practicality and accessibility.
2. Explicitly integrate sustainability (green/social) criteria into the future procurement strategy based on market engagement insights.
3. Ensure all standard fields, such as 'Type' and 'Procedure', are populated in subsequent formal notices.
