Original Tender Description

The Council is carrying out PME in relation to this project. The Council will consider the feedback received to help inform the Council’s options, requirements and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PME shall place any supplier at an advantage in a potential procurement process. Participation in the PME will be at each organisation’s own cost. No expense in responding to this PME will be reimbursed by the Council. To access the PME documentation please visit the Council’s e-tendering system Supply Hertfordshire, run by Intend at https://in-tendhost.co.uk/supplyhertfordshire and follow the on-screen guidance. In addition, to participate in this PME, organisations must return their completed Provider Questionnaire (Appendix A of the PME Document), together with any supporting documents, through the Correspondence area of this project by the return deadline of 12.00 Noon on 06 February 2026, as per the PME documentation and e-tendering system. Provider Questionnaires received after the deadline may not be reviewed at the Council’s sole discretion. Please make sure that you have submitted your Provider Questionnaire following the instructions within the PME documentation and e-tendering system. The Council will not be held accountable for any errors made by an organisation in submitting their Provider Questionnaire. If you are experiencing problems with the Supply Hertfordshire website, In-Tend offer a help section which includes a dedicated UK support desk which can be contacted via email: support@in-tend.co.uk or Telephone: +44 1144070065 for any website/technical questions, Monday to Friday, 8:30-17:00.

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose to gather market information for future procurement without being a formal tender. Its transparency and clear instructions are commendable.

Score Breakdown

Legal Compliance75/100

The tender clearly defines itself as a PME, not a formal procurement process, which aligns with its 'None' procedure type. Deadlines are reasonable for a PME, and CPV codes are appropriate. While not subject to full procurement regulations, it adheres to transparency principles. The generic 'Type: None' could be more descriptive if a PME-specific type existed.

The 'Type' and 'Procedure' fields are generic ('None') rather than explicitly stating 'Preliminary Market Engagement' as a recognized procedure type in the system, though the description clarifies this.
Clarity90/100

The description is exceptionally clear and unambiguous, explicitly stating that this is a PME and not a formal procurement. Requirements for PME participation are well-documented and understandable, with explicit notes on what is not applicable at this stage (e.g., evaluation criteria).

Completeness80/100

The PME provides all essential basic information, including title, reference, organization, deadlines, and duration. While the estimated value is not disclosed, this is acceptable for a PME where scope and budget are still being defined. Documents are attached and accessible.

Estimated value is not disclosed, which, while acceptable for a PME, limits market understanding.
Fairness95/100

Fairness is a strong point, with full document access and explicit statements that participation is voluntary, at own cost, and will not confer any advantage in a potential future procurement. The use of an e-tendering system ensures equal access, and requirements are generic for market engagement.

Practicality80/100

Electronic submission is clearly supported via the provided e-tendering system URL, enhancing practicality. The contract start date and duration are specified. However, the lack of financing information (estimated value) is a minor practical limitation for potential participants.

Financing information (estimated value) is not available.
Data Consistency90/100

Key fields are generally populated and consistent. Dates are logical, and there are no reported disputes or suspensions. The 'Type: None' is consistent with the PME's nature as described.

The 'Liable Person' field is empty.
Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the PME documentation. While this is common for early-stage market engagement, it represents a missed opportunity to signal future priorities.

No explicit mention of sustainability, social, or innovation criteria.

Strengths

Exceptional clarity regarding its nature as a Preliminary Market Engagement (PME).
Clear instructions for accessing documentation and submitting the Provider Questionnaire via an e-tendering system.
Explicit statement that participation is voluntary and will not confer advantage, promoting fairness.
Good data consistency and logical timeline for a PME.
Appropriate CPV code and NUTS code for the subject matter.

Concerns

Estimated value is not disclosed, limiting market understanding for potential suppliers.
Absence of any sustainability, social, or innovation criteria, even as potential future considerations.
The 'Type' and 'Procedure' fields are marked as 'None', which could be more descriptive.

Recommendations

1. Consider including a high-level indication of potential future sustainability, social, or innovation objectives in the PME documentation.
2. If feasible, provide a broad estimated value range in future PMEs to help potential suppliers assess the scale of the opportunity.
3. Ensure the e-tendering system is robust and user-friendly, given its central role in the PME process.
