Original Tender Description

NMDDC wishes to celebrate and interpret the work of Martin Waddell, one of the most renowned children’s authors worldwide. Martin has over 220 titles to his name, including internationally recognised classics such as Owl Babies, Farmer Duck, The Park in the Dark, and the Little Bear series. He has received numerous awards, including the Hans Christian Andersen Medal (2004) and the An Post Irish Book Awards’ Lifetime Achievement Award, recognising his profound contribution to children’s literature. Importantly, Martin has lived in Newcastle, Co. Down since childhood, with the Slieve Croob landscape and surrounding areas providing inspiration for many of his stories. This project will use Martin’s works as a creative platform to engage communities, strengthen cross-community relationships, promote literacy, and inspire cultural exploration rooted in the local environment.

Tender Quality Score

This tender presents a clear project description and reasonable timelines, but is significantly hampered by the absence of explicit evaluation criteria and mandatory exclusion grounds, alongside a lack of e-submission.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and no disputes are reported. The period from today's date to the submission deadline is reasonable for a below-threshold tender. However, the AI summary indicates that no specific mandatory exclusion grounds are provided, which is a standard legal requirement and a notable omission.

No specific mandatory exclusion grounds provided.
Clarity60/100

The project description is clear and the AI-extracted requirements are understandable. However, the critical absence of specified evaluation criteria significantly reduces the clarity for potential bidders, making it difficult to understand how proposals will be assessed.

Missing evaluation criteria.
Completeness65/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is provided. All listed documents are available. Nevertheless, the tender lacks explicit evaluation criteria and mandatory exclusion grounds, and some minor fields like 'Liable Person' and procedure codes are empty.

Missing evaluation criteria.
No specific mandatory exclusion grounds provided.
Fairness55/100

The tender provides full document access, discloses the estimated value, and encourages participation from SMEs and VCSEs. However, the absence of transparent evaluation criteria introduces subjectivity into the assessment process, and the lack of e-submission creates an unnecessary barrier to equal access for all potential bidders.

Missing evaluation criteria, impacting objectivity.
No e-submission functionality.
Practicality60/100

The contract start date, duration, and financing information are clearly specified, which aids practical planning. The primary practical drawback is the lack of electronic submission, which is a significant hurdle in modern procurement processes.

No e-submission functionality.
Data Consistency80/100

Key fields are generally populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty 'Liable Person' and procedure code fields. The 'PEACEPLUS' program name suggests EU funding, which contradicts the automated check's 'Not EU funded' flag.

Liable Person field is empty.
Empty codes for 'Type' and 'Procedure' fields.
Sustainability70/100

The project explicitly focuses on strong social aspects, including engaging communities, strengthening cross-community relationships, promoting literacy, and inspiring cultural exploration. The 'PEACEPLUS' program name indicates it is likely EU-funded, which often implies higher sustainability standards. However, there are no explicit green procurement or innovation criteria mentioned.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear and detailed project description.
All basic tender information and documents are available.
Strong focus on social aspects and community engagement.
Reasonable timeline for bid preparation (from today's date).
Value disclosed and SME/VCSE participation encouraged.

Concerns

Critical absence of evaluation criteria.
Lack of explicit mandatory exclusion grounds.
No electronic submission functionality.
Empty 'Liable Person' and procedure code fields.
Absence of explicit green procurement or innovation criteria.

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness.
2. Clearly state all mandatory exclusion grounds in the tender documentation.
3. Implement an e-submission platform to modernize the procurement process and enhance accessibility.
