Tender Quality Score

This is a clear and well-structured Preliminary Market Engagement (PME) notice, demonstrating good e-procurement practices and data transparency, though it lacks an explicit focus on sustainability.

Score Breakdown

Legal Compliance75/100

Legal compliance is good for a PME, with reasonable deadlines and appropriate CPV codes. The 'Type: None' and 'Procedure: None' are formal gaps for a tender but acceptable for a pre-procurement market engagement.

Missing formal procedure type and code
Clarity90/100

The purpose of this Preliminary Market Engagement is exceptionally clear, and the requirements for supplier participation are well-defined. The explicit absence of evaluation criteria and specific technical/financial requirements is appropriate for a PME.

Completeness80/100

All essential information for a PME is provided, including title, reference, organization, description, access methods, and contact details. Deadlines and contract duration are specified, and documents are attached. The classified value is acceptable for a PME.

Fairness85/100

Document access is provided via an e-platform, and the deadline for input is reasonable. While the 'key suppliers' phrasing could be perceived as slightly restrictive, it is common for market engagement. E-procurement is enabled for equal access.

Eligibility requirement 'key suppliers' could be more broadly defined
Practicality80/100

Electronic submission and document access are clearly supported via the MultiQuote platform, with a direct URL provided. The contract start date and duration are also specified, enhancing practicality.

Data Consistency95/100

The data provided is highly consistent and logical. The 'None' for Type/Procedure is consistent with its PME status, and there are no reported disputes or suspensions. Dates are logical.

Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the PME, representing a missed opportunity to gather market input on these crucial areas for the future framework.

No explicit sustainability criteria
No explicit social aspects

Strengths

Clear purpose as a Preliminary Market Engagement
Effective use of an e-procurement platform for market engagement
Transparency through OCDS data provision
Well-defined process for suppliers to provide input
Logical and consistent data provided

Concerns

Lack of explicit focus on sustainability, social value, or innovation aspects for the future framework
Formal 'Type' and 'Procedure' fields are marked as 'None'
The phrase 'key suppliers' for eligibility could be perceived as slightly less inclusive
Estimated value is classified, reducing transparency

Recommendations

1. Encourage the inclusion of sustainability, social value, and innovation considerations as explicit discussion points within the PME to inform the future framework.
2. Clarify the definition of 'key suppliers' or broaden the invitation to ensure maximum market input.
3. For future formal tenders, ensure 'Type' and 'Procedure' fields are properly populated.
