Original Tender Description

RICHeS seeks to gather evidence to better understand the heritage and conservation science workforce, the sector’s composition, and the current labour market challenges and opportunities. This study should assess the current capacity and capability of the workforce. For the purpose of this report, capacity is defined as the current size of the workforce and the scale of its ability to conduct heritage and conservation science activities. Capability is defined as the combination of processes, tools, skills and behaviours of the workforce in relation to its ability to undertake and complete heritage and conservation science activities. The survey should complement existing workforce analyses to further our understanding of ends over time and promote a sustainable methodology, which ensures its value to future research in this area. The proposed budget is no more than £100,000 excluding VAT.

Tender Quality Score

This tender outlines a clear objective for a labour survey in the heritage and conservation science sector, emphasizing innovation and sustainability. However, the lack of detailed tender documents and explicit evaluation criteria presents significant challenges for potential bidders and transparency.

Score Breakdown

Legal Compliance100/100

The tender appears to follow a 'Below threshold - open competition' procedure. However, the absence of explicit mandatory exclusion or eligibility grounds in the provided text is unusual, even for a below-threshold tender, and could be a compliance risk if not detailed elsewhere. The lack of attached documents makes a full assessment impossible.

Absence of explicit mandatory exclusion grounds
Absence of explicit eligibility requirements
Clarity40/100

The project description and technical capability requirements are generally clear, defining key terms like 'capacity' and 'capability.' The objective of the survey is well-articulated. However, the absence of full tender documents means that crucial details regarding methodology, reporting, and contractual terms are missing, which could lead to ambiguity.

Lack of detailed methodological requirements
Absence of full tender documents leading to potential ambiguity on specific deliverables and contractual terms
Completeness83/100

This is the weakest aspect. The tender information provided is highly incomplete. Crucial elements such as full tender documents, detailed evaluation criteria, specific submission requirements beyond the portal, and contractual terms are entirely missing. This makes it very difficult for bidders to prepare a comprehensive and compliant proposal.

No tender documents attached
Missing detailed evaluation criteria
Fairness60/100

The 'open competition' procedure suggests an intent for fairness. The technical requirements are broad enough not to immediately suggest tailoring to a specific company. However, the complete absence of evaluation criteria is a major concern for fairness, as it prevents bidders from understanding how their proposals will be judged, potentially leading to arbitrary decisions.

Missing detailed evaluation criteria, which compromises transparency and fairness
Lack of full tender documentation prevents assessment of potential hidden biases
Practicality40/100

The 10-month contract duration and the budget of £100,000 seem reasonable for a comprehensive labour survey of this nature. The requirement to use an eSourcing portal is practical for submission. However, the lack of detailed requirements and documents makes it impractical for bidders to accurately scope their work and prepare a robust proposal.

Impractical for bidders to accurately scope work due to missing detailed requirements and documents
Potential for increased administrative burden for bidders seeking clarification on missing information
Data Consistency100/100

There is a minor inconsistency between the 'Estimated Value: 120,000.00 EUR' and the 'proposed budget is no more than £100,000 excluding VAT' in the description. While these values might be roughly equivalent depending on the exchange rate, it should be explicitly clarified which currency and exact maximum value applies for bidding purposes.

Inconsistency between estimated value in EUR and stated budget in GBP (£100,000)
Sustainability25/100

The tender explicitly includes a requirement for the survey methodology to 'promote a sustainable approach to ensure its value for future research in this area,' which is a strong positive. This demonstrates foresight and a commitment to long-term utility of the research. The 'Innovation Focus' characteristic also aligns with sustainable development by encouraging forward-thinking solutions.

Strengths

Clear project objective and scope definition (capacity/capability)
Emphasis on innovation and sustainable methodology for future research
Reasonable contract duration and budget for the scope
Use of an eSourcing portal for submission
Open competition procedure

Concerns

Complete absence of tender documents
Missing detailed evaluation criteria
Lack of explicit mandatory exclusion and eligibility grounds
Inconsistency in stated budget currency/value (EUR vs GBP)
Potential for ambiguity due to lack of detailed requirements

Recommendations

1. Publish full tender documentation, including detailed terms of reference, evaluation criteria, and contractual conditions.
2. Clearly specify mandatory exclusion and eligibility grounds.
3. Harmonize the stated budget currency and maximum value.
