Original Tender Description

This advert describes the requirements Bridgend County Borough Council (the Council) has for Removals and Storage of property for homeless households in Temporary Accommodation. In accordance with Section 93 of the Housing (Wales) Act 2014 the Council has a duty and a power to protect the property of homeless persons and persons threatened with homelessness, where there is a reason to believe that there is a danger of loss or damage to the property and its owner is unable to protect or deal with it and no other suitable arrangements can be made. Therefore, where the Council takes action to protect the property of homeless persons or those threatened with homelessness, it will arrange for property to be stored by a furniture removal and storage company. Provision will also assist the Local Authority in fulfilling its duties under The Housing (Wales) Act 2014. This service will also assist the Council in meeting the aims and objectives set out in the Council’s Homelessness Strategy 2022-2026 and subsequent Action Plan.

Score Breakdown

Legal Compliance75/100

The tender references specific legislation (Housing (Wales) Act 2014) and outlines a clear procedure. The CPV code is appropriate. There are no immediate indications of disputes or regulatory non-compliance. The deadline, while potentially tight, is within a reasonable range for an open procedure.

Clarity80/100

The description of the service is clear, and the requirements are documented, including eligibility and technical capabilities. The purpose of the service is well-explained by referencing the Council's legal duties and strategy. However, the absence of specified evaluation criteria introduces ambiguity.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including estimated value, duration, and start date. The tender is an open procedure, allowing broad access. The estimated value is disclosed, and the criteria for eligibility are objective and related to the service provision. There is no indication of requirements tailored to specific companies.

Practicality65/100

The tender specifies a contract start date and duration. However, it is flagged as having no e-submission, which is a significant drawback for modern procurement. Financing information is not detailed.
