Score Breakdown

Legal Compliance50/100

The tender defines the procedure type and CPV code appropriately. However, the absence of explicit mandatory exclusion grounds, eligibility requirements, and crucially, evaluation criteria, represents significant legal compliance gaps. The missing reveal date also hinders a full assessment of the initial notice period.

No explicit mandatory exclusion grounds provided
No explicit eligibility requirements provided
Clarity60/100

The description of the required work and technical capabilities is clear and understandable. However, the complete absence of evaluation criteria and explicit financial, eligibility, and exclusion requirements significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
No explicit financial requirements provided
Completeness55/100

Basic information such as title, reference, organization, value, duration, and CPV code are present. However, the tender is incomplete due to the absence of explicit mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria. The 'Divided into Parts' characteristic is also not elaborated.

No explicit mandatory exclusion grounds provided
No explicit eligibility requirements provided
Fairness45/100

The disclosed value and reasonable preparation time (from today's date) are positive. However, the complete absence of evaluation criteria is a critical fairness issue, as it undermines transparency and objectivity. The lack of e-submission also creates a barrier to equal access for all potential bidders.

No evaluation criteria specified
No e-submission support
Practicality55/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority.

No e-submission support
Data Consistency75/100

Most key fields are populated and consistent, including dates and financial information. Minor inconsistencies include an empty 'Liable Person' field, missing procedure codes, and the unelaborated 'Divided into Parts' characteristic. The missing reveal date is also a data gap.

Liable Person field is empty
Type and Procedure codes are empty
Sustainability20/100

The tender explicitly lacks any mention of green procurement, social aspects, or innovation focus. It is also not EU funded, indicating a complete absence of sustainability considerations.
