Tender Quality Score

This tender establishes a flexible framework agreement for children's residential care and education services, allowing new providers to join continuously. While the framework structure promotes market access, the provided information lacks crucial details regarding full tender documentation and comprehensive evaluation criteria.

Score Breakdown

Legal Compliance100/100

The open procedure and flexible framework structure are generally compliant with procurement principles, allowing for continuous market access. However, the absence of detailed legal clauses, explicitly stated mandatory exclusion grounds, and full tender documents makes a complete assessment of legal compliance impossible based solely on the provided extract.

Lack of explicitly stated mandatory exclusion grounds in the provided text.
Absence of full tender documents for review of legal clauses.
Clarity40/100

The description of the framework's purpose and the types of services required is clear. The process for new providers to apply is also outlined, referring to section VI.3 for more details. However, the lack of actual documents means the full clarity of the complete tender package cannot be assessed.

Reliance on 'section VI.3 Additional information' without providing its content, which could contain critical details.
Absence of full tender documents to assess the clarity of all instructions and requirements.
Completeness83/100

The provided extract is highly incomplete for a full tender assessment. It lacks any actual tender documents, detailed evaluation criteria, specific financial requirements, and comprehensive technical capability requirements beyond service types. This significantly hinders a thorough understanding of the procurement.

No documents attached to the tender notice.
Missing detailed evaluation criteria.
Fairness80/100

The flexible framework agreement, which remains open for new providers throughout its duration, inherently promotes fairness and broad market access by allowing new entrants to join at any time. The eligibility criteria are straightforward. However, without full tender documents, it's impossible to assess if unseen detailed requirements or evaluation criteria might be unfairly restrictive or tailored.

Potential for unseen detailed requirements (in missing documents) to be restrictive.
Lack of detailed evaluation criteria prevents assessment of fair competition.
Practicality40/100

The flexible framework approach is practical for long-term service provision, allowing the contracting authority to adapt to market changes and new providers. The continuous admission process simplifies market entry. However, the lack of e-submission could be a practical hurdle in modern procurement.

No e-submission specified, which can be less practical for applicants.
Reliance on external 'section VI.3' for application details without providing it.
Data Consistency100/100

The provided data is internally consistent. The title, description, and eligibility requirements align with the concept of an open flexible framework for new providers.

Sustainability0/100

The tender information explicitly states 'Not green procurement', 'No social criteria', and 'No innovation focus' in the automated check results. This indicates a significant lack of emphasis on sustainability aspects, which is a concern for modern public procurement.

No green procurement criteria.
No social criteria.

Strengths

Flexible Framework Agreement structure promotes continuous market access and competition.
Clear description of the services required (Residential care, education, short breaks, day education).
High estimated value indicates significant investment and opportunity for providers.
Long contract duration (72 months) offers stability for awarded providers.
Open procedure type is generally transparent.

Concerns

Absence of any attached tender documents, making a comprehensive assessment impossible.
Lack of detailed evaluation criteria for assessing provider applications.
No explicit financial requirements or detailed technical capability requirements beyond service types.
Missing mandatory exclusion grounds in the provided text.
No specified green, social, or innovation criteria, indicating a lack of sustainability focus.

Recommendations

1. Ensure all comprehensive tender documents, including detailed requirements, evaluation criteria, and application forms, are readily available and clearly linked.
2. Provide explicit details on financial capacity requirements and more granular technical capability standards.
3. Integrate clear sustainability (environmental, social, and innovation) criteria into the framework's requirements and evaluation process.
