Tender Quality Score

This tender exhibits significant deficiencies in document accessibility, clarity of evaluation criteria, and overall completeness, severely impacting fairness and legal compliance. While basic information is present, critical details for bidders are missing or inaccessible.

Score Breakdown

Legal Compliance55/100

The tender defines the procedure type and CPV code correctly, and no disputes are reported. However, the absence of a clear reveal date, the lack of specific mandatory exclusion grounds in the AI-extracted requirements, and critical document access failures ("Page not found" for Attachment A-10665, "Download failed" for Tender Notice) raise significant concerns regarding full compliance with transparency and disclosure obligations.

Missing tender reveal date
Lack of specific mandatory exclusion grounds
Clarity45/100

The project description and site access details are clear. However, the tender critically lacks specified evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed. The AI-extracted requirements are minimal and explicitly state a lack of detail regarding mandatory exclusion grounds, further hindering clarity.

Missing evaluation criteria
Lack of detailed mandatory exclusion grounds
Completeness45/100

Basic information such as title, reference, organization, estimated value, duration, and location are provided. However, the tender is significantly incomplete due to inaccessible key documents ("Page not found" and "Download failed") and the absence of defined evaluation criteria and detailed mandatory exclusion grounds.

Inaccessible key tender documents
Missing evaluation criteria
Fairness35/100

The tender's fairness is severely compromised by the lack of full document access, which prevents potential bidders from obtaining necessary information. The absence of transparent evaluation criteria creates an uneven playing field, as bidders cannot prepare informed proposals. Furthermore, the lack of electronic submission capabilities may disadvantage some potential suppliers.
