Tender Quality Score

This tender for passenger transport and travel care services demonstrates good foundational information and legal compliance, but is significantly hampered by a lack of specified evaluation criteria and the absence of electronic submission.

Score Breakdown

Legal Compliance75/100

The tender explicitly states compliance with the Procurement Act 2023 and defines the open procedure and framework structure clearly. CPV codes are correctly assigned, and no disputes are noted. The 32-day submission period is reasonable. However, the provided summary lacks specific details on mandatory exclusion grounds, directing bidders to the full documents, which is a minor gap in immediate transparency.

Specific mandatory exclusion grounds not detailed in the provided summary, requiring reference to full documents.
Clarity60/100

The description of the framework, its iterations, and the service scope is clear and unambiguous. AI-extracted requirements are well-structured and understandable. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders, making it difficult to understand how proposals will be assessed.

Missing explicit evaluation criteria.
Completeness65/100

The tender provides comprehensive basic information, financial details, timeline, and classification. All listed documents are available. Requirements for eligibility, technical capability, and financial standing are outlined. The primary deficiency is the absence of detailed evaluation criteria, which is a crucial component for a complete tender package.

Missing explicit evaluation criteria.
Fairness55/100

The tender discloses the estimated value and provides access to documents, and requirements do not appear tailored to a specific company. However, the lack of specified evaluation criteria severely impacts transparency and objectivity, making it difficult for bidders to understand the basis of award. Furthermore, the absence of electronic submission (e-submission) creates an unnecessary barrier to equal access and participation in modern procurement.

Missing explicit evaluation criteria, impacting transparency.
No electronic submission (e-submission) supported.
Practicality55/100

The contract start date and duration are clearly specified, and financing information (estimated value) is available. However, the lack of electronic submission is a significant practical drawback in 2026, potentially increasing administrative burden for bidders and the contracting authority. Document URLs are not explicitly provided in the summary, though documents are stated as available.

No electronic submission (e-submission) supported.
Data Consistency90/100

Key fields such as title, reference, organization, value, deadlines, CPV, and NUTS codes are consistently populated. There are no reported disputes or suspensions, and all dates (submission, contract start, framework iterations) are logical and consistent. The only minor omission is the 'Liable Person' field.

The 'Liable Person' field is empty.
Sustainability35/100

The tender does not explicitly incorporate green procurement, social criteria (beyond the inherent social nature of the service itself), or innovation focus. While the service addresses a vulnerable population, the procurement process itself does not leverage this to drive broader sustainability or social value outcomes through specific criteria.

No explicit green procurement criteria.
No explicit social criteria for bidders.

Strengths

Clear and detailed description of the framework and its multi-iteration structure.
Comprehensive basic information, financial details, and timeline provided.
Explicit statement of compliance with the Procurement Act 2023.
Value is disclosed, and requirements do not appear tailored to a specific company.
High data consistency across populated fields.

Concerns

Critical absence of specified evaluation criteria, impacting clarity and fairness.
Lack of electronic submission (e-submission) support, hindering practicality and equal access.
Absence of explicit sustainability, social, or innovation criteria in the tender requirements.
Specific mandatory exclusion grounds are not detailed in the provided summary.
The 32-day submission period, while reasonable, could be more generous for a complex 8-year framework.

Recommendations

1. Publish detailed and objective evaluation criteria to ensure transparency and enable fair competition.
2. Implement electronic submission capabilities to modernize the procurement process and enhance accessibility for bidders.
3. Integrate specific sustainability, social value, and innovation criteria into the tender to align with best practices and maximize public benefit.
