Tender Quality Score

This tender provides clear basic information and utilizes e-procurement, but suffers from significant deficiencies in clarity and fairness due to the critical absence of detailed evaluation criteria for its 100% quality-based award.

Score Breakdown

Legal Compliance65/100

The tender correctly defines the procedure type and CPV code. However, the missing reveal date prevents assessment of the submission period's reasonableness, and the lack of detailed mandatory exclusion grounds is a notable omission impacting legal certainty.

Missing tender reveal date
Lack of detailed mandatory exclusion grounds
Clarity55/100

While the overall description and high-level requirements are clear, the critical absence of specified evaluation criteria for an award based 100% on quality severely diminishes clarity for potential bidders, making it difficult to understand how to compete effectively.

No specific evaluation criteria for 100% quality award
Completeness60/100

Basic information, financial details, and duration are provided. However, the tender lacks specific evaluation criteria, detailed mandatory exclusion grounds, and further elaboration on the 'Divided into Parts' characteristic, which are significant gaps.

Missing specific evaluation criteria
Missing detailed mandatory exclusion grounds
Fairness45/100

The use of an e-procurement system and encouragement of SMEs/VCSEs are positive for fairness. Nevertheless, the complete lack of specified evaluation criteria for a 100% quality-based award severely compromises the objectivity and transparency of the process, directly impacting fairness.

Absence of specified evaluation criteria for 100% quality award
Practicality80/100

Electronic submission via the ProContract system is supported, and key dates like contract start and duration are clearly stated. The absence of a direct document URL is a minor point, assuming documents are accessible through the e-procurement system.

No direct document URL provided
Data Consistency70/100

Most key fields are populated, and there are no disputes. However, minor inconsistencies exist regarding contract duration (24 months vs. 2-3 years), and some fields like 'Liable Person' and procedure codes are empty. The missing reveal date is also a data gap.

Inconsistency in contract duration (24 months vs 2-3 years)
Empty 'Liable Person' and procedure 'Code' fields
Sustainability40/100

The tender shows limited focus on sustainability, with no explicit green procurement or innovation criteria. Encouraging VCSEs is a positive social aspect, but more comprehensive social clauses are not evident.

No explicit green procurement criteria
Limited social criteria (beyond VCSE encouragement)

Strengths

Clear basic information (title, organization, description, value)
Utilizes an e-procurement system (ProContract)
Encourages participation from SMEs and VCSEs
CPV code and procedure type are correctly identified
Value is disclosed and not classified

Concerns

Critical absence of detailed evaluation criteria for a 100% quality-based award
Missing reveal date, preventing assessment of submission period reasonableness
Lack of specific mandatory exclusion grounds
Limited focus on green procurement, social criteria (beyond VCSE encouragement), or innovation
Minor inconsistencies in contract duration and empty fields

Recommendations

1. Immediately publish detailed evaluation criteria for the 100% quality award to ensure transparency and fairness.
2. Provide the tender reveal date and comprehensive mandatory exclusion grounds to enhance legal compliance and completeness.
3. Consider integrating specific sustainability (environmental, social, innovation) criteria into future tenders.
