Tender Quality Score

This Preliminary Market Engagement Notice is well-structured and clear in its intent to gather market feedback for an upcoming escalator parts framework. While comprehensive for a pre-procurement stage, it could improve by explicitly addressing electronic submission and sustainability aspects.

Score Breakdown

Legal Compliance75/100

The notice clearly defines its purpose as a Preliminary Market Engagement, which is a compliant pre-procurement activity. CPV codes are appropriate, and there are no disputes. The absence of a formal procedure type is correct for a PME. The missing reveal date is a minor data point issue.

Missing reveal date
Clarity80/100

The description of the market engagement's purpose, scope, and the types of parts required is exceptionally clear and unambiguous. The AI-extracted requirements are also well-defined for this stage. The lack of evaluation criteria is appropriate for a PME, as it is not a formal tender.

Completeness70/100

The notice provides all essential information for a Preliminary Market Engagement, including title, reference, organization, estimated value, duration, and a detailed description of the required parts. All listed documents are available.

Fairness85/100

The PME process itself is designed to enhance fairness by gathering broad market input before formal procurement. The estimated value is disclosed, and the requirements for engagement are generic, not tailored. The lack of explicit e-submission support could slightly impact equal access.

No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of explicit electronic submission support for the market engagement is a practical limitation for potential participants.

No e-submission
Data Consistency90/100

Key financial and timeline data are consistent and logical. There are no reported disputes or suspensions. Minor fields like 'Liable Person' are unpopulated, and the reveal date is missing, but these do not significantly impact overall data consistency.

Missing reveal date
Liable Person not specified
Sustainability50/100

The notice does not explicitly incorporate green procurement, social aspects, or innovation focus. While this is a Preliminary Market Engagement, these elements are not highlighted as areas for feedback or future consideration in the upcoming procurement strategy.

Not green procurement
No social criteria

Strengths

Clear purpose and detailed description of market engagement
Comprehensive list of required escalator parts
Transparent estimated contract value
Proactive approach to market engagement for strategy development
Good data consistency for key financial and timeline information

Concerns

Lack of explicit electronic submission support for market engagement
Absence of explicit sustainability, social, or innovation focus
Missing reveal date in basic information

Recommendations

1. Explicitly state the method for electronic submission or engagement for clarity and accessibility.
2. Consider integrating sustainability and social criteria into future procurement strategy discussions during the market engagement.
3. Ensure all administrative fields, such as 'Liable Person' and 'Reveal Date', are populated for full transparency.
