The current vehicle's large, stable platform enabling multiple team members to work simultaneously at height, while its compact chassis is particularly well-suited for operations within our tunnel network. Tender Quality Score

This tender for a specialized Road-Rail Vehicle (RRV) replacement is severely incomplete, lacking full tender documents and critical procedural details. This significantly hinders bidder participation, transparency, and raises concerns about fairness and practicality.

Score Breakdown

Legal Compliance100/100

The provided information explicitly states that mandatory exclusion grounds and eligibility requirements are not detailed, directing bidders to full tender documents which are absent. This makes it impossible to assess legal compliance and creates significant uncertainty for potential bidders.

Lack of detailed mandatory exclusion grounds in the provided extract.
Lack of detailed eligibility requirements in the provided extract.
Clarity40/100

While the description of the required RRV's functional and technical features is relatively clear, the overall procurement process, evaluation criteria, and full scope of work remain highly unclear due to the absence of complete tender documents.

Lack of clarity on evaluation criteria, full scope, and procedural details due to missing documents.
Completeness83/100

This is the most significant weakness. The tender information is critically incomplete, with no attached documents, missing detailed exclusion/eligibility criteria, and no evaluation criteria. This severely impedes a bidder's ability to prepare a compliant and competitive submission.

Absence of full tender documents.
Missing detailed mandatory exclusion grounds and eligibility criteria.
Fairness60/100

The technical requirements are highly specific, directly mirroring the description of the 'current vehicle' (e.g., 'large, stable platform enabling multiple team members to work simultaneously at height,' 'compact chassis... well-suited for operations within our tunnel network,' 'turntable function'). This strong correlation suggests potential tailoring to a specific product or manufacturer, which could unduly limit competition. The absence of transparent eligibility and evaluation criteria further compromises fairness.

Highly specific technical requirements that directly mirror the description of the 'current vehicle,' potentially limiting competition and favoring specific suppliers.
Lack of transparent eligibility and evaluation criteria.
Practicality40/100

A contract duration of 1 month for the delivery of a specialized Road-Rail Vehicle is extremely aggressive and highly impractical for manufacturing or significant customization. This suggests an expectation of immediate delivery from stock or a very rapid customization, which would severely limit the pool of potential suppliers.

Extremely short contract duration (1 month) for a specialized vehicle, which is highly impractical for manufacturing or significant customization.
Data Consistency100/100

The estimated value is consistently provided in both EUR and GBP, and the description aligns with the technical requirements. No inconsistencies were detected in the provided data snippet.

Sustainability0/100

The tender information does not include any green procurement, social, or innovation criteria, representing a missed opportunity to achieve broader public value and encourage sustainable practices.

No green procurement criteria.
No social criteria.

Strengths

Highly specific technical requirements mirroring the 'current vehicle,' suggesting potential tailoring to a specific product or manufacturer.
Extremely short contract duration (1 month) for a specialized vehicle, which is highly impractical for manufacturing or significant customization.
Lack of detailed mandatory exclusion grounds, eligibility, and evaluation criteria, creating significant uncertainty for bidders.
No sustainability or innovation criteria included.

Recommendations

1. Publish the complete tender documentation, including all legal, eligibility, technical specifications, and detailed evaluation criteria, to ensure transparency and legal compliance.
2. Review the technical requirements to ensure they are performance-based and allow for a broader range of competitive solutions, rather than mirroring an existing specific product.
3. Re-evaluate the contract duration to ensure it is realistic for the delivery of a specialized vehicle, allowing sufficient time for manufacturing, customization, and delivery.
