Original Tender Description

Homes in Somerset and Somerset Council are reviewing their current housing management solutions to enable a procurement exercise to take place if it is discovered that there have been sufficient IT advancements in the housing solution market to benefit from a new tender being issued. At this stage it is anticipated that an open market tender will be released in the future but we reserve the right to cancel this process if the market is unable to provide sufficient enhancements to the current solution that is used. Tender Quality Score

This tender is clearly defined as an early market engagement activity, which is a strength, but it exhibits deficiencies in e-submission support and document accessibility. Its primary purpose is to explore IT advancements before a potential future formal tender.

Score Breakdown

Legal Compliance75/100

The tender is clearly identified as an early market engagement (EME) activity, which is a legitimate pre-procurement step. While 'Type: None' and 'Procedure: None' are stated, this is consistent with it not being a formal tender. CPV codes are correctly assigned, and there are no disputes.

Clarity85/100

The description is exceptionally clear about the tender's purpose as an early market engagement, explicitly stating it's for reviewing solutions and assessing IT advancements before a potential future tender. Requirements are well-defined for an EME.

No evaluation criteria or performance conditions, but this is appropriate for an EME.
Completeness70/100

Basic information, deadlines, and duration are provided. While the estimated value is classified and two documents failed to download, the available information is largely complete for an early market engagement. Formal tender criteria are not present, which is expected.

Estimated value is classified
2 out of 4 documents failed to download
Fairness60/100

Requirements are generic and not tailored. However, the lack of electronic submission support and the failure to download two of the four associated documents raise concerns regarding equal access and transparency, even for an EME.

No electronic submission support
Partial document access (2 failed downloads)
Practicality55/100

The absence of electronic submission support is a significant practical drawback for suppliers. While the contract start date and duration are specified, the classified value and partial document access also impact practicality.

Estimated value is classified
Data Consistency85/100

Key fields are largely populated, and the data is consistent with the tender being an early market engagement activity. The 'Type: None' and 'Procedure: None' are consistent with its pre-procurement status. Dates are logical.

'Type: None' and 'Procedure: None' could be misinterpreted if not for the clear description.
Sustainability50/100
