Tender Quality Score

This Preliminary Market Engagement (PME) notice is well-structured for gathering market feedback on a significant regeneration project, demonstrating good clarity and fairness in its approach. While comprehensive for a PME, some minor data gaps and a lack of explicit sustainability criteria for the procurement process are noted.

Score Breakdown

Legal Compliance75/100

As a Preliminary Market Engagement, this notice is not a formal tender and thus not subject to the full scope of procurement regulations. The PME itself appears compliant with principles of transparency and market engagement. The procedure type is clearly defined in the title and description, although the 'Type' and 'Procedure' fields are listed as 'None', which could be more explicit. CPV codes are correctly assigned, and there are no reported disputes or suspensions.

The 'Type' and 'Procedure' fields are listed as 'None', which could be more explicit for a market engagement notice.
Clarity80/100

The project description is clear and unambiguous, detailing the scope of work and the purpose of the PME. Requirements for participation in the PME (e.g., being a construction company with relevant expertise) are well-documented and understandable. The absence of evaluation criteria and performance conditions is appropriate for this preliminary stage.

Completeness70/100

The notice provides all essential basic information, including title, reference, organization, estimated value, duration, and location. Deadlines are specified. While a 'full information pack' is mentioned as available on an external portal, the provided documents are administrative and OCDS data, which is sufficient for a PME. Requirements for market engagement are defined.

The 'Liable Person' field is empty.
The 'Missing reveal date' is a minor data gap.
Fairness85/100

The estimated value is disclosed, and requirements for providing feedback are generic and not tailored to a specific company. Full document access is implied via the eTendering portal. The notice explicitly mentions an 'online questionnaire' and 'ProContract eTendering portal', indicating support for electronic submission and equal access. Deadlines for questionnaire completion are reasonable for market feedback.

Practicality65/100

Electronic submission for the questionnaire is clearly supported through an online portal. The contract start date, duration, and financing information are available. A general project information URL is provided, but a direct URL to the ProContract eTendering portal for document download and questionnaire submission is not explicitly stated in the provided text.

A direct URL to the ProContract eTendering portal is not explicitly provided in the tender information.
Data Consistency90/100

Key fields are largely populated, and the dates provided (submission deadline, contract start, duration) are logical and consistent. There are no reported suspensions or disputes. Minor inconsistencies include the empty 'Liable Person' field and the 'Missing reveal date'.

The 'Liable Person' field is empty.
The 'Missing reveal date' is a minor data gap.
Sustainability50/100

While the project itself is a 'regeneration project' including 'community spaces' and 'residential apartments', which inherently have social benefits, the Preliminary Market Engagement documentation does not explicitly mention or seek feedback on green procurement, social criteria for contractors, or innovation focus within the procurement process itself. It is not EU funded.

No explicit mention of green procurement criteria.
No explicit mention of social criteria for the procurement process.

Strengths

Clear project description and purpose of Preliminary Market Engagement.
Estimated value, contract duration, and start date are clearly specified.
Requirements for PME participation are generic and well-defined.
Electronic submission for the questionnaire is supported via an eTendering portal.
Good data consistency for core project information.

Concerns

The 'Type' and 'Procedure' fields are listed as 'None', lacking explicit clarity for a market engagement notice.
A direct URL to the ProContract eTendering portal is not explicitly provided in the tender information.
Lack of explicit sustainability (green, social, innovation) criteria in the PME documentation for the procurement process.
The 'Liable Person' field is empty.

Recommendations

1. Explicitly state the 'Type' and 'Procedure' as 'Market Engagement' or similar for enhanced clarity.
2. Provide a direct URL to the ProContract eTendering portal for easy access to documents and questionnaire submission.
3. Consider including a statement on the intention to incorporate sustainability (green, social, innovation) criteria in the subsequent formal tender documents.
