Original Tender Description

West Northamptonshire Council owns and manages many areas of amenity land to the benefit of the local and wider community. The Council manages a large body of open water at Duston Reservoir. As well as being a valuable amenity, the reservoir also serves to provide part of the Northampton flood protection measures. The site includes a circular path, which is partly of bituminous and partly of graded stone macadam construction. The circular path is constructed upon the crest of a raised embankment, which was itself constructed in 1997. Continued consolidation of the embankment has led to movement, cracking and failures of sections of the bituminous path. The stone macadam path has eroded and requires surface restoration. This project will restore the surface integrity of the paths through a mixture of stone surface siding out and resurfacing, bituminous surface reinforcement and re-surfacing, bituminous surface crack sealing and bituminous surface reconstruction. The scope of works is described in detail within the contract drawings Working Methodology: Bituminous path reconstruction will be by traditional methods with as much work as is practicable to be undertaken by mechanical plant. This is in order to minimise the extent of manual handling required. Bituminous path restoration work will be through the removal of surface course and the reinforcement of the surface/binder course interface with a proprietary net. Stone macadam path restoration will be by siding out overgrown edges to expose existing path edges and laying a new surface course of self-binding gravel.

Tender Quality Score

This tender provides a clear technical description but suffers from significant gaps in evaluation criteria and restrictive eligibility, impacting fairness and overall quality. The lack of explicit sustainability considerations is also a notable weakness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV code, and the submission period is reasonable. However, the absence of explicit mandatory exclusion grounds and a minor discrepancy in the estimated value (EUR vs. GBP in documents) are areas for improvement.

No explicit mandatory exclusion grounds mentioned
Minor discrepancy in estimated value (EUR vs. GBP)
Clarity60/100

The project description and technical capability requirements are well-detailed and clear. However, the critical absence of specified evaluation criteria makes it difficult for bidders to understand how their proposals will be assessed, significantly reducing clarity.

No evaluation criteria specified
Completeness65/100

Most basic information, including title, organization, description, value, and duration, is provided. However, the tender explicitly states no specific financial requirements and lacks evaluation criteria. One listed document is a 'Page not found' error, indicating incomplete access to information.

No specific financial requirements stated
Missing evaluation criteria
Fairness55/100

The tender's value is disclosed, and the submission period is adequate. However, restricting eligibility to UK-based SME/VCSE and single contractors significantly limits competition. The absence of e-submission and, critically, evaluation criteria, compromises transparency and equal access.

Eligibility restricted to UK-based SME/VCSE and single contractors
No e-submission supported
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission is a significant practical drawback in modern procurement. The 'Page not found' document also indicates a practical issue with accessing all tender information.

No electronic submission supported
One tender document is a 'Page not found' error
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. A minor inconsistency exists between the estimated value stated in EUR and a document summary mentioning a GBP equivalent.

Liable Person field is empty
Minor inconsistency in estimated value currency (EUR vs. GBP)
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation focus. It appears to be a purely functional procurement without broader sustainability considerations.

No green procurement aspects
No social criteria

Strengths

Clear and detailed project description
Specific technical capability requirements
Value disclosed and reasonable submission period

Contract duration and start date specified

Concerns

Absence of explicit evaluation criteria
Restrictive eligibility requirements (UK-based SME/VCSE, single contractor)

Recommendations

1. Clearly define and publish evaluation criteria to ensure transparency and fairness.
