Original Tender Description

EMCCA has devolved responsibility for delivering Transport, Housing, Economic Development, Skills and Green Growth across Derbyshire and Nottinghamshire. This Start-up & Sustain Programme is designed to support individuals across Derbyshire and Nottinghamshire who aspire to start a business, while also helping early-stage start-ups to establish themselves and create a strong foundation to survive and thrive. The aim is to stimulate entrepreneurship, increase the number of businesses, improve business survival rates, and foster inclusive economic growth. The Start-up & Sustain Programme will achieve these objectives by providing tailored start-up and enterprise support, expert mentoring, along with practical tools and resources. The current contract expires on 31st March 2026, so this service is being re-procured in accordance with Procurement Act 2023 requirements. The contract, worth up to £1,400,000 in total over 2 years, will be awarded for the initial term from April 2026 until March 2028. Tender Quality Score

This tender provides a clear description of its objectives and includes essential basic information, but suffers from critical omissions regarding evaluation criteria, limited explicit eligibility/financial requirements, and the presence of an irrelevant document, significantly impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV code, references the Procurement Act 2023, and explicitly mentions mandatory exclusion grounds. Deadlines are reasonable. However, the reveal date is not provided, and some administrative codes are missing.

Missing reveal date
Missing codes for procedure type and code
Clarity50/100

The program description and objectives are clear and unambiguous. However, the critical absence of specified evaluation criteria makes it challenging for bidders to understand how their proposals will be assessed, significantly reducing the tender's clarity. Performance conditions are also stated generally.

No evaluation criteria specified
General performance conditions
Completeness55/100

Basic information such as title, reference, organization, deadlines, value, and duration are well-defined. However, the tender is incomplete due to the critical absence of evaluation criteria and limited explicit eligibility or financial requirements. Furthermore, the inclusion of a completely irrelevant document ('Lot L-1') indicates a significant data quality issue within the provided tender package.

No evaluation criteria specified
No explicit eligibility requirements provided in the text
Fairness45/100

The tender's estimated value is disclosed, and the technical requirements appear generic, not tailored. However, the critical lack of specified evaluation criteria severely compromises transparency and objectivity, making it difficult for all bidders to compete fairly. The absence of e-submission also limits equal access.

No evaluation criteria specified
No e-submission supported
Practicality50/100

Key dates like contract start and duration are clearly specified. However, the lack of electronic submission support presents a significant practical barrier for bidders. The absence of a direct document URL also adds a minor inconvenience for access.

No e-submission supported
No document URL provided
Data Consistency50/100

Dates are logical and consistent, and there are no reported disputes. However, the 'Liable Person' field is empty, and codes for the procedure type are missing. Most critically, the inclusion of a document ('Lot L-1') with a summary completely unrelated to the tender's subject matter indicates a significant data consistency and quality issue.

Empty 'Liable Person' field
Missing codes for procedure type and code
Sustainability70/100

The tender inherently promotes social sustainability by aiming to stimulate entrepreneurship, increase businesses, improve survival rates, and foster inclusive economic growth. However, it lacks explicit criteria or focus on green procurement or innovation.
